Shared Services: Pre Award- (Full-Time, Day Shift) - Job Summary: The Pre-Award Specialist provides efficient and effective performance of the pre-award administration process for sponsored projects. Interprets and implements institutional (LLUH), sponsor and other applicable policies, procedures and guidelines related to proposal development and submission. Assists the Principal Investigator and program staff with proposal and budget development to ensure compliance of sponsor guidelines. Reviews all proposal components for compliance and obtains final approval by institutional signing official. Possesses a thorough understanding of Pre Award administration with the ability to recognize regulatory compliance for research; including but not limited to Institutional animal care and use committee (IACUC), Institutional Review Board (IRB), Conflict of Interest (COI) and Technology Transfer. Provides information to the Contracts and Post Award Groups for Award acceptance. Works with various proposal mechanisms and electronic systems for proposal submission. Maintains current knowledge of federal, state, and county rules and regulations in regard to sponsored research. Performs other duties as needed.
Education and Experience: Bachelor's Degree in Biological Sciences, Accounting, Business Administration, Public Health, Public Administration or related field required. Minimum one year of experience in grants, finance or related field required. Minimum one year of experience in grant proposal development or sponsored research administration preferred.
Knowledge and Skills: Understands external regulations and laws, university policies and funding agency policies that apply to proposal and budget preparation for submission. Demonstrates knowledge of Grants.gov, Fastlane, infoEd Global, eCommons, ASSIST, Adobe, ProposalCENTRAL, Genius, Spin/Smarts and other grant submission systems. Able to use a computer, printer, and software programs necessary for the position. Experience using Microsoft Office Suite, Outlook, and internet based sponsor portals. Able to operate/troubleshoot basic office equipment is required. Able to adapt and learn quickly. Excellent verbal and written communication skills. Able to interact with a broad spectrum of people in a cooperative and collegial environment; Able to relate and communicate positively and professionally with others, work calmly and respond courteously when under pressure; work independently with minimal supervision, collaborate and accept direction. Use of discretion in handling confidential information. Able to take initiative and manage multiple projects with frequent deadlines; Able to always represent the values of the organization in a positive and professional manner. Demonstrated high level of organizational skills and creativity; able to prioritize assignments, set and meet deadlines; demonstrated proactive nature with reliable follow-through; demonstrated able to troubleshoot and solve problems using sound judgment. Experience working in a busy, deadline driven team environment that requires coordination of multiple activities, sound judgment and flexibility to reprioritize tasks. Able to make decisions within the guidelines of the institution and sponsoring agencies; excellent analytical skills, attention to detail, consistency in self-checking work and commitment to accuracy and quality are required. Able to see, hear, and speak well enough to perform the job to meet expectations and standards. Able to communicate effectively in English in person, in writing, and on the telephone.
