Information Technology Project Manager Industry: Public Sector / Government Health & Human Services
Project Overview This role supports largescale technology initiatives within a state government health and human services environment. The Information Technology Project Manager will provide leadership and oversight for enterpriselevel system implementations that directly support Medicaid and medical services operations. Active initiatives include Provider Enrollment and Credentialing, MMIS System Modernization, and Medicaid HR1, with additional projects added as priorities evolve. The Project Manager will partner closely with business leaders, technical teams, vendors, and subject matter experts to drive successful delivery of complex IT solutions. This role plays a critical part in modernizing systems that impact healthcare providers, state operations, and the individuals who rely on these services. Key Responsibilities * Lead crossfunctional teams of business analysts, data analysts, developers, and vendors through the full project lifecycle * Manage highly complex, enterprisescale IT implementations as well as smaller concurrent initiatives * Define and document business and technical requirements in collaboration with product owners, SMEs, and scrum teams * Guide strategic direction for technology solutions aligned to organizational goals * Coordinate development, testing, and deployment activities to ensure successful implementation * Support business and operational teams during system analysis, validation, and user testing * Develop and deliver project status reports, risk assessments, and executivelevel communications * Ensure project governance, controls, and compliance standards are consistently followed * Manage scope, schedule, budget, and overall delivery to ensure projects are completed on time and within budget * Mentor and train internal staff on project management best practices to support longterm sustainability Project Initiatives & Impact In this role, the candidate will make a measurable impact by: * Driving modernization of Medicaid systems to improve efficiency, data quality, and service delivery * Supporting provider enrollment and credentialing processes that affect healthcare access statewide * Strengthening project governance and delivery standards across enterprise IT initiatives * Enabling smoother collaboration between business stakeholders and technical delivery teams * Helping transition project ownership and knowledge to internal state resources Required Skills & Experience * Successful experience managing information technology solutions. * PMP certification or equivalent working experience. * Knowledge of various software development methodologies (agile, waterfall, DevOps, etc.) * Active implementations requiring support include Provider Enrollment and Credentialling, and MMIS System Modernization, Medicaid HR-1. * Experience in successfully applying project management and project governance principles. * Proven experience managing information technology solutions in complex environments * Experience leading largescale, enterprise IT projects from planning through implementation * Strong understanding of project governance and delivery frameworks * Ability to communicate effectively with both technical and nontechnical stakeholders Work Environment & Duration * Hybrid role with onsite presence in Pierre and/or Sioux Falls, SD, at least quarterly * Project engagement expected to last up to 24 months, with potential extensions based on performance and funding *Job Type & Location* This is a Contract position based out of Pierre, SD. *Pay and Benefits*The pay range for this position is $65.00 - $85.00/hr.
