Job Discription:

We're seeking aProduct Analyst withexpertisein eliciting and documenting requirements as user stories and working with the development team to build the products. This role is part of a collaborative and agile team that supports and builds modern, usable, and responsive applications for mission-critical health IT solutions.

The candidate will serve as the Product Analyst/Scrum Master fora developmentteam responsible for executing risk adjustment model runsat the Centers for Medicare & Medicaid.The individual willfacilitateAgile ceremonies within the Agile Release Train (SAFe) while coordinating the backlog and requirements, working alongsideaLeadBusiness Analyst and Product Manager.

Minimum Qualifications



  • Ability to successfully obtain a U.S. Federal Position of Trust clearance designation.
  • Mustresidein and be able to perform work in the United States.
  • Must have lived in the United States for 3 of the last 5 years.
  • Bachelor's degree and7+ years of relevant experience (e.g.,product/business analyst andScrum Master on federalor healthcareIT programs).
  • Experience withtheScaled Agile Framework (SAFe).
  • Certified Professional Scrum Master (PSM I) or CSM;SAFecertification (e.g.,SAFeScrum Master /SAFePractitioner,SAFePOPM) strongly preferred.
  • Demonstrated experiencefacilitatingAgile ceremonies
  • Hands-onproficiencywith Jira, Confluence, and TestRail for backlog management, traceability, and Agile artifacts.
  • Experience translating requirements into an epic feature user story subtask hierarchy with BDD/Gherkin acceptance criteria andworking with the client toapplyprioritization.
  • Demonstrated ability to exercise creative and critical thinking toidentifyand evaluate alternatives toward arriving at decisions with stakeholders.
  • Excellent oral and written communication skills and ability to document complex problems in a simple & intuitive manner that others can understand.


Preferred / DesiredQualifications



  • CMS or Medicare Advantage / Part D risk adjustment domain knowledge; familiarity with encounter data.
  • Experience supporting data-processing or model-execution teams (Python-based pipelines, data engineering) in a cloud (AWS) environment.
  • Familiarity withfederal softwaregovernance, change control, and Definitions of Ready/Done.


Key Responsibilities



  • Facilitate all Agile ceremonies for thescrumteam and remove impediments to sprint execution.
  • Own andmaintainthe team backlog in Jira, coordinating with the Product Manager and Key Business Analyst to refine, prioritize, and ready user stories for iteration planning.
  • Coordinate delivery of the 6-10 annualproductionrun cycles, aligning sprint work toclient-directed run schedules, dry runs, and readiness runs.
  • Track dependencies, risks, and impedimentsincluding upstream/downstream data handoffs and escalate as needed.
  • Ensure work items meet Definitions of Ready and Done, with BDD/Gherkin acceptance criteria and full traceability across Jira/Confluence/TestRail.
  • Supportchange control boardgovernance,software developmentstage gates, andprogram incrementboundary transitions by preparing required Agile artifacts.
  • Provide sprint metrics, capacity/load reporting, and status to the Product Manager and CMS stakeholders; contribute to weekly/monthly deliverable packages.
  • SupportProgram Incrementplanning (draft/finalobjectives, capacity, dependencies, risks) andparticipatein Inspect & Adapt.
