General Description
We are seeking an experienced Liability Claims Manager to lead the management of liability claims, ensuring timely resolution, regulatory compliance, and high-quality customer service. This role is responsible for supervising claims staff, coordinating investigations, and developing strategies to reduce organizational exposure. Key Responsibilities:
- Develops and manage the County's Liability Claims Management Section administered by the Risk Management Division.
- Manage, review, and resolve liability claims from initial report through final disposition.
- Lead and mentor claims adjusters and support staff, providing guidance on complex claims and best practices.
- Oversee investigations, evaluate damages, determine liability, and negotiate settlements.
- Maintain compliance with federal, state, and local regulations, as well as internal policies.
- Collaborate with legal counsel, third-party administrators, and external partners as needed.
- Analyze claims trends and prepare reports to support risk mitigation and operational improvements.
- Develop and implement process improvements to enhance accuracy, efficiency, and customer experience.
- Ensure high standards of documentation and recordkeeping.
- Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires two (2) years equivalent of higher-level education from an accredited college or university with major coursework in insurance, risk management, or closely related field. (One year of relevant experience may be substituted for each year of required education.) Requires six (6) years investigating/adjusting General Liability claims, including three (3) years claims adjusting within the State of Florida, including two (2) years of lead work/supervisory experience.
Special Certifications and Licenses
Must possess and retain a Florida All-Lines Adjusters License (Type 6-20 or 7-20) from the State of Florida Division of Insurance Agent and Agency Services.

Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Manages the operations of the County's self-insured Workers' Compensation Section; directs through subordinates the planning, scheduling and coordination of all workers compensation claims adjusting activities. Ensures that Risk Management Division meets all State of Florida workers' compensation claims reporting and requirements; establishes "best practices" procedures, provides training to subordinates and ensures compliance with established procedures. Reviews complex claims, recommends appropriate action, and adjusts complex claims as necessary; provides technical expertise to in-house adjusting staff in all aspects of workers' compensation claims administration laws, rules, regulations and practices. Coordinates claim settlement board agenda items to ensure timely settlement of claims; prepares and delivers oral presentations to County agencies and upper management regarding workers' compensation rules, regulations, policies and procedures. Coordinates with the County Attorney's Office and outside defense counsel on litigated claims; monitors litigation strategy,
depositions, reserves, and settlement authority to control loss costs.
Runs reports, on a regular basis, to identify negative trends for the purpose of implementing solutions. Remains in daily contact with injured workers, supervisors and managers from all over the County, to ensure a comfortable workers' compensation experience. Regularly evaluates staff performance and provides structured coaching to improve technical proficiency, communication, and decision-making; sets clear expectations, conducts periodic feedback sessions, and develops individualized training plans as needed, to support continuous professional growth.
