The Senior Emergency Response Officer supports the planning, coordination, and implementation of global outbreak response activities. This role is critical in tracking and reporting on response efforts, while working closely with technical, finance, and operations teams to ensure timely and appropriate mobilization of resources. The officer also develops practical tools and guidance to strengthen emergency response operations and works within established incident management frameworks to enhance outbreak readiness and execution. In addition, the role contributes to knowledge products by developing and managing reports, technical materials, and conflict-sensitive solutions. Working closely with project teams and headquarters (HQ), the officer supports projects by evaluating program effectiveness, overseeing technical and operational activities, and delivering assessment reports. The position also contributes to business development efforts, including identifying opportunities, supporting capture and proposal development, and fostering strategic partnerships.

This position will work mostly eastern time zone hours, with flexibility to work outside of business hours as needed.

Accountabilities:
TechnicalRequirements:

  • Supportsthe activation and implementation of outbreak response activities in alignment with established STRIDES emergency response frameworks and in-country incident management systems.

  • Coordinatesday-to-day response activities across technical, operational, and administrative teams to ensure alignment with responseobjectivesand timelines.

  • Servesasa central pointof contact for consolidating response information and supporting internal coordination during active outbreaks.

  • Develops, adapts, andmaintainstools, templates, SOPs, guidance notes, and job aids to support outbreak preparedness and response activities.

  • Supportsstandardization of response processes, including reporting templates, deployment trackers, and coordination tools.

  • Contributesto continuous improvement of emergency response systems by integrating lessons learned and best practices into tools and guidance.

  • Providesprojectstaffwithoveralltechnicaldirectionandguidanceinlinewiththeprojectexpected outcomes.

  • Supports technical aspects of projects including staff and partner capacitybuilding.

  • Monitorsandmaintainsprojectprotocols,instruments,datasets,manuals,trainingmaterialsand reports related to technical area of expertise.

  • Workscloselywiththeteamtoensureprojectimplementationremainstechnicallysoundand adheres to company strategy and standard operating procedures (SOP's).

  • Developsorwritestechnicalbriefs,reports,orothernecessarymaterialstofacilitateresearch, best practices, policies, and procedures.

  • Conductsanalysisofprojectimplementationtoidentifyareasforimprovementandproposeappropriate technicalstrategy and guidelines.

  • Assistswiththeimplementationofresearchstudiesbyprovidingtechnicalsupportand overall management to ensure coordination and field-level implementation.

  • Provides mentorship and team building at the tasklevel.

  • Collaborates with the research and evaluation team to interpret data sets andotherassessment findings.

  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.

  • Provides technical input on subject matter best practices toassistwith implementation

  • May createtechnicalportionof the project plan, within the given resources and financial constraints.

  • Assistswith implementing components of the technical portions of the project plan

  • Develops andmonitorstechnical work plans and budgets.

  • Participate in client / funder meetings and draft reports / presentations

Business Development and Client/Funder Support:

  • Builds productive working relationships internally and externally.

  • Collects data for inclusion in proposals, which consist of assisting with proposal research and developing proposal strategies.

  • Draft proposals, budgets, and work plans.

  • Participate in business development meetings with partners and clients.

Operations Management (Finance, HR, etc.):

  • Liaise closely with STRIDES Finance, and Operations team to facilitate timely mobilization of financial, human, and material resources.

  • Support the Finance Team with the development and tracking of response budgets, spending forecasts, and cost monitoring in coordination with finance teams.

  • Assist in processing emergency procurement requests, consultant deployments, and surge staffing needs.

  • Monitor resource gaps and flag operational risks or constraints to response leadership.

  • Ensures project activities are on track with work plans, with technical expertise informing project implementation.

  • Oversees project timelines and budgets. Assists in the development of donor reports and presentations.

  • Tracks technical project spend under broad supervision.

  • Tracks Statement of Work (SOW) and budget tracking systems; provides reports to supervisors.

  • Collects financial and technical tracking data; prepares reports.

  • Coordinate with suppliers to support rapid procurements for outbreak response

Project/Program Reporting:

  • Support the MEL Team to track outbreak response activities, milestones, deliverables, and resource utilization across response pillars or workstreams.

  • Support the DTT team to develop and maintain response tracking systems (e.g., dashboards, trackers, logs) to support situational awareness and decision-making.

  • Compile regular situation reports, activity summaries, and operational updates for leadership, partners, and donors as required.

  • Ensure timely and accurate documentation of response actions, lessons learned, and after-action inputs.

  • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.

  • Establishes and maintains SOW and budget tracking systems.

  • Drafts / prepares client technical reports.

  • Creates technical content (e.g., reports, presentations, manuscripts).

Quality Assurance:

  • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.

  • Coordinates and direct activities to meet client/funder and regulatory requirements.

Qualifications:

  • Master's Degree or its international equivalent in health, international development, or a related field.

  • 6+ years of relevant experience managing data collection and technical assistance experience.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • International program management experience preferred.

  • In-depth knowledge of concepts, practices and procedures associated with outbreak emergency response.

  • Development of scope of work and deliverables for partners, consultants, etc.

  • Broader knowledge of incident management (IM) structures, emergency response frameworks, and quality standardsfor outbreak response

  • Proficiency with database management software (i.e., SharePoint and business intelligence tools) and on-line search tools required.

  • Has sensitivity to cultural differences and understanding of political, contextual, and ethical issues.

  • Must be able to read, write, and speak fluent English; proficiency in French is preferred but not required.

  • Excellent organizational and analytical skills.

  • Demonstrated project management skills.

  • Ability to influence and collaborate with others.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Ability to solve problems and implement corrective action as needed.

  • Ability to sit or stand for extended periods of time.

Technology to be Used:

  • Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

The expected US Based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: USD 80,000 - 105,000,000 annual
