Position Summary

Supervises a team of field personnel responsible for ensuring the operational readiness and effectiveness of all Prince William Water storage, distribution, collection, and conveyance vertical assets. Uses independent judgment, applies critical thinking, and employs the principles of continuous improvement to achieve the department's operational goals.
Manages, prioritizes, and performs work on equipment and facilities related to water distribution and wastewater collection systems. The work involves predictive, preventive, and corrective maintenance and includes inspection, testing, and diagnostics of components of the distribution and collection system. The components include but are not limited to pumps, motors, drives, generators, and instrumentation. Demonstrates a commitment and supports a culture of diversity, equity, and inclusion.

Position Responsibilities / Essential Job Functions

- Supervise staff; assign and review work and take action to adjust work, staffing, and operations to meet daily demands. Interview, recommend selection of new employees, train, evaluate, and provide direct oversight of staff. Take appropriate action to improve subordinates' performance via counseling and disciplinary actions, when necessary. Initiate actions regarding promotion, payroll, leave approval, performance, and other personnel actions. Communicate with staff, Department Manager, and other Departments in the Division. Support morale-building initiatives to foster a positive work environment and resolve complaints and problems.
- Meet with Virginia Health Department (VDH) personnel to assist them in the regular inspection of facilities to ensure compliance.
- Check the SCADA report daily, noting changes in operations and function, which could signal equipment malfunctions. Generate SCADA reports and graphs as needed to assess and optimize the operation of facilities.
- Seasonally provide site-specific and system-wide sulfide testing to monitor hydrogen sulfide concentrations for odor control reduction. Make adjustments to odor control facilities based on monitoring results.
- Perform special projects including working with the VDH and various contractors and chemical equipment suppliers, and working with consultants testing odor control equipment, and corrosion control equipment including data reporting, equipment adjustments, and tracking historical trends in chemical use.
- Monitor and generate reports related to water storage tank turnover and chlorine residuals.
- Track and inform other personnel about malfunctioning flow monitoring equipment.
- Conduct on-site inspection of each facility as scheduled to verify the operational readiness of components comprising the facility.
- Maintain Use Tracking Log, and prepare/submit orders for chemicals, test equipment, chemical feed equipment, and pump parts.
- Perform routine and light maintenance by cleaning bar screens, adjusting packing glands, alternating equipment, and monitoring gauges and chart recorders.
- Provide routine maintenance on odor control facilities.
- Perform routine maintenance checks on power generation equipment.
- Perform routine housekeeping and building maintenance.
- Monitor operation of chemical feed pumps at wells and caustic soda, sodium hypochlorite, blended phosphates, etc. Determine appropriate chemical feed rates to achieve desired water quality.
- Provides chemical, and bacteriological sampling services at point-of-entry into water distribution systems.
- Maintain a log at each facility noting the date of visit and task performed, as well as recording operational data such as flows, pressures, equipment runtime, chemical concentrations, and any other pertinent data.
- Check heating equipment seasonally to ensure freeze protection at appropriate facilities.
- Monitor HVAC systems by changing filters and ensuring ventilation, AC, and heating equipment are working properly.
- Provide troubleshooting service for grinder pump sites and remove and repair or replace broken pumps.
- In problem areas or seasonally, provides additional disinfectant to eliminate bacteria discovered in the bacteriological sampling and testing.
- Create and distribute preventative and corrective maintenance work orders in CMMS.
- Complete and submit Monthly Operating Report to Virginia Department of Health (VDH).
- Operate a Prince William Water vehicle.
- May be deemed essential at any time.
- Perform other duties as assigned or required.

Essential Competencies:
- Knowledge of the methods and procedures of maintaining water and sewer distribution and collection of equipment and facilities; the occupational hazards and safety precautions of the work; the application of SCADA systems for monitoring and control of mechanical systems; the tools, equipment, and materials of the field; English usage, spelling, and grammar; computer equipment and software applications related to assignment.
- Ability to oversee, supervise, and train staff; plan, assign and review the work of assigned staff; perform water and sewer distribution and collection equipment/facilities maintenance efficiently; communicate effectively, both orally and in writing; work cooperatively with others; work independently with little or no supervision; operate a Prince William Water vehicle observing legal and defensive driving practices; follow established policy and procedures in the performance of duties; understand and carry out oral and written instructions; use the tools, equipment, and materials of the field; operate computer equipment and software applications related to assignment.
- Ability to supervise staff including, but not limited to planning, organizing, scheduling, training, reviewing work, providing feedback, approving timesheets, and conducting performance evaluations.
Minimum Education and Work Experience:
- High school diploma or GED.
- At least four years of progressively responsible experience in maintaining water and sewer distribution and collection equipment/facilities.
- Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
- Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
- A Virginia Department of Professional and Occupational Regulation (DPOR) Class III Waterworks License upon hire.
Minimum Lead/Supervisory or Management Experience:
- Supervises and directs the work of others.
