Nature of Work: Administrative and technical work related to the maintenance and optimization of the Human Resources Information System (HRIS) and other Human Resources (HR) applications to meet the objectives and improve the processes of the Human Resources Department. Work involves ensuring data integrity, producing reports, facilitating the resolution of technical issues, training users, and configuring HR applications to meet the functional and technical requirements. Work is performed with independence, however general supervision is received from an assigned supervisor.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Bachelor's degree
AND
Two (2) years of experience in maintaining or administering human resources information systems, such as Infor, Oracle, PeopleSoft, Workday, or other HR-related COTS software.

Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day. Experience with Infor HRIS preferred. SHRM or PHR certification preferred.

Pay Range: $73,361.60 with step increases to $105,601.60 Annually

Who Can Apply: Applicants for a closed competitive posting are required to meet the following: Candidates must be a current or former City of Omaha employee in any of the following categories: Part-time, Seasonal, Classified, Unclassified, or Probationary, who has worked, at the time of application, at least 1,040 cumulative hours within the last 5 years and has been employed by the City at sometime within the last 18 months and who meets the qualifications as set forth in the posting.

Examination Information: The examination will consist of a structured interview, which will be scheduled at a later date. The structured interview is designed to assess job-related knowledge, skills, and abilities for this position. The final eligibility list will be assembled from those candidates achieving a passing score of 60% on the structured interview (100% weight).

Required Knowledge, Skills, and Abilities:

* Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
* Knowledge of, and competence in, HR systems, HRIS design, databases, structure, reporting, data analysis, process mapping, automation solutions, and software programs.
* Knowledge of Infor Cloudsuite or other HRIS databases and applications.
* Knowledge of the modern techniques used in classification, pay administration, training, recruitment, retirement, performance appraisal, selection, and/or benefits, and of federal, state, and local laws regarding human resources.
* Knowledge of technical report writing using various tools.
* Knowledge of Microsoft Access, tables, query tools, import/export specifications, macros, and reporting.
* Advanced level of knowledge of the Microsoft Office Suite, including Word, Excel, and Power Point, as well as Adobe Creative Suite.
* Skill in use of reporting software to compile, display, and analyze accurate and clear reports for internal and external use.
* Skill in analyzing business processes and system technologies in order to develop, incorporate, and enhance systems and processes to meet organizational requirements, while staying informed of emerging technologies.
* Skill in independently researching and troubleshooting issues to determine effective solutions.
* Ability to learn and adapt to advances in computer and electronics device technology and software.
* Ability to interpret the City's Municipal Code and collective bargaining agreements as they relate to policies and updates to the HRIS.
* Ability to perform assignments with accuracy and attention to detail, and to make decisions, recognizing precedents and practices.
* Ability to prioritize and balance multiple tasks with stringent deadlines.
* Ability to perform basic mathematical computations to include addition, subtraction, multiplication, and division.
* Ability to establish and maintain effective working relationships with fellow employees and members of the general public.
* Ability to communicate well effectively, orally and in writing with all levels of employees and the general public.
* Ability to adhere to all HR policies, procedures, and practices.
* Ability to maintain confidentiality.
* Ability to adhere to safety policies, procedures, and guidelines.
* Ability to sit from continuously; stand and walk frequently of the time; and reach, bend, stoop, push, and pull occasionally.
* Ability to use up to twenty (20) pounds of force to move objects occasionally, to use up to ten (10) pounds of force to move objects frequently.

* Works collaboratively with City staff and City leadership to determine how HRIS can meet technical and functional requirements and objectives.
* Develops and documents processes and specifications, and translates functional requirements into technical specifications.
* Assesses current system and utilization, and recommends improvements such as configuration, automation, enhancements, and policy changes to maximize the efficiency of the HRIS.
* Researchers and maintains knowledge of trends and developments in HRIS technology and vendors.
* Serves as a functional system administrator, monitoring, processing, and ensuring proper functionality; performing setup and data maintenance tasks; and applying configurations based on staff and user requirements.
* Assists in the maintenance of human resource information systems to ensure data integrity, accuracy, security, and compliance with internal and external governing procedures; routinely audits and validates data.
* Provides frontline technical support to end-users of the HRIS, including troubleshooting issues, recommending solutions or alternate methods to meet requirements, and training users.
* Demonstrates and maintains a thorough understanding and expertise in use of HRIS.
* Researches more complex technical issues, escalating issues to Information Technology (IT) staff and/or submitting incidents directly with the software vendor when necessary, then monitors status of issues until resolution and communicates solution to users.
* Works as a liaison between Information Technology (IT) staff and functional staff for on system activities, such as interfacing data, exchanging data, evaluating services, configuring applications, and issue resolution.
* Assists in the review, testing, and implementation of HRIS upgrades/ and patches by developing and coordinating thorough testing plans, documenting processes and results, and working closely with IT to implement.
* Creates and supports a variety of reports or and queries utilizing appropriate reporting tools.
* Assists in the development of standard reports for ongoing departmental needs, including processing and submitting mandatory reports such as EEO-4, VETS-4212, and others.
* Trains employees and new users on systems processes and functionality, and develops training materials, guides, and documentation.
* Assists in maintaining the Department website, ensuring accurate information is displayed on webpages viewable to the general public.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
