Director - Employee Relations & Talent

Pay Range $115,000 - $130,000

Position Summary:

Oversees the development and implementation of employee relations strategies and talent management initiatives. Leads a team responsible for fostering a positive workplace culture, resolving employee issues, and driving employee engagement. Develops policies and programs to attract, retain, and develop talent aligned with organizational goals. Collaborates with senior leadership to support workforce planning and organizational development.

Essential Functions and Responsibilities:



  • Lead, develop, and inspire an HR team in a fast-paced, growth environment, setting the tone, direction, and priorities for the HR team functions
  • Serve as a senior, influential HR leader and trusted advisor, representing the HR perspective in all Agency interactions and leadership forums.
  • Oversee engagement and belonging activities.
  • Provide consultative guidance to HRBPs and leaders on complex employee relations matters, including overseeing thorough, objective investigations and issue resolution.
  • Manage core HR functions with a strong focus on employee relations, performance management, talent development, and employee engagement.
  • Oversee and ensure consistent execution of the performance review process; prepare and deliver timely, constructive performance feedback in alignment with organizational policies.
  • Deliver manager development training and employee orientation programs.
  • Implement leadership management, and engagement initiatives across the Agency.
  • Partner closely with Compensation & Benefits to ensure alignment on salary objectives, talent strategy, and cohesive support to business units.
  • Ensure regulatory compliance with EEO, Affirmative Action, Workers' Compensation, and
  • applicable labor laws; participate in and lead audits as required.
  • Promote operational excellence by driving consistency in HR systems and processes, including ATS data integrity.
  • Participate in regular leadership meetings and contribute to strategic decision-making.
  • Attend external events (e.g., fundraisers, community functions) and support business needs, including occasional evening work.
  • Operate with a high degree of autonomy, discretion, and accountability, demonstrating a strong bias for action, exceptional work ethic, and commitment to excellence.

Qualifications:



  • 7+ years of progressive HR experience, including 3+ years of management experience, or 3+ years of employment law practice with 3+ years of management experience.
  • Data driven with a deep knowledge of HR systems, preferably with AI experience
  • Ability to foster teamwork
  • Ability to drive strategic direction
  • Problem-solving skills
  • Employee relations experience
  • Strong proven leadership and decision-making abilities.
  • Excellent customer service, organizational, interpersonal, oral and written communication skills.
  • Ability to build collaborative relationships
  • Desire to work with low income, culturally diverse, and at-risk families and individuals.
  • Must be able to pass a Background Record Check, including fingerprinting.


Preferred Qualifications



  • Juris Doctor preferred
  • SHRM-SCP, SPHR preferred
