The Director of Budget and Performance Analytics leads the planning, administration, quality management and output of the Operating and Capital Budget teams. The Director develops and presents the Operating and Capital Budgets on annual basis, ensuring the budgets and financial processes align with organizational financial goals and objectives. The Director monitors the performance compared to plan on an ongoing basis and works with the departments to ensure the accuracy of the expenses, to report on variances and to ensure the department is within budget. In addition to the development of the annual Operating Budget, the Director establishes and monitors stretch goals for key statistics as well as system-wide financial targets. Deviations from the targets are evaluated and communicated. The Director develops and maintains a long-range Capital Plan and annual Capital Budget that includes inputs from subject matter experts.

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Assumes responsibility for, through assigned department Manager(s) or Coordinator(s), the effective management of the Operating and Capital Budget teams. Evaluates daily activities and makes operational changes as necessary to continuously enhance service levels, increase efficiency within the teams and increase access to relevant and reliable information and financial analysis across the System.
  2. Develops and submits for approval an annual System-wide, departmental, Operating and Capital budget. The Director is accountable for measuring and reporting upon achievement of operating and capital budgets and targets. Works with campus, system leaders and service lines to develop and implement opportunities for improvements in financial performance and margin. Monitors and analyzes departmental budget variances; authorizes budgeted expenditures in accordance with approved budget and System fiscal policy.
  3. Communicates with Corporate Finance leaders, campus leadership and service lines regarding the status of current operations and status of annual budget performance. Works with department leaders with contracts, revenue cycle issues, budgets, and business plans conducting monthly or periodic reviews with appropriate leaders.
  4. Ensures legal contracts (excluding physician or real estate contracts) greater than $250,000 are reviewed and approved by Finance prior to legal review.
  5. Works with Senior Director of Corporate Finance to establish hospital campus and physician practice thresholds for capital spend. Facilitates meetings with operational leaders and subject matter experts to identify priorities, opportunities for savings, and strategic multi-year capital replacement plans. Provide guidance and analysis for sourcing options, service alignment, and other savings-driven initiatives.

KNOWLEDGE SKILLS AND ABILITIES/LICENSE OR CERTIFICATION REQUIRED

  1. B.S. Degree in Accounting, Business, Healthcare Administration, or other related field.
  2. Minimum of eight (8) years of direct healthcare financial management experience.
  3. Excellent communication, organization, and interpersonal skills as well as aptitude for conflict resolution, problem-solving, strategic planning and evaluation, financial analysis, and staff development.
  4. Able to succeed in ambiguous environments and produce superior results with little direction and guidance.
