Vice President Compliance and Internal Audit


Job Summary

The Vice President (VP) of Compliance and Internal Audit is responsible for leading the organization's corporate compliance and ethics program, overseeing compliance monitoring, and directing internal audit functions. This executive role drives the development and enforcement of internal controls that foster a strong culture of ethics, compliance, and operational effectiveness. The VP provides independent oversight to assess the organization's adherence to regulatory, contractual, and program requirements. This position reports to and advises the Audit, Compliance, and Governance (ACG) Committee of the Board of Directors, ensuring transparent communication on compliance and internal audit activities across the organization and with external stakeholders. Through strategic leadership and robust governance practices, the VP of Compliance and Internal Audit plays a critical role in ensuring the organization operates at the highest standards, applies evidence-based guidance, and maintains a state of continual improvement. This position significantly contributes to the organization's integrity, reputation, and long term growth.


Essential Functions
Key Duties/Responsibilities/Accountabilities

Organizational Impact:



  • Oversee the design, implementation, and continuous improvement of the company's Corporate Compliance Program in accordance with OIG recommendations.
  • Ensure the compliance program reflects OIG best practices, maintaining accountability, transparency, and awareness across all regulatory and operational areas.
  • Ensures the organization complies with all relevant rules and regulations pertinent to its core business lines, including federal (Centers for Medicare & Medicaid Services (CMS), Veteran's Administration, etc.), Medicaid states, and commercial markets.
  • Develops and executes an annual risk-based audit plan, oversee its implementation and ensure audits are conducted using formal methodologies that appropriately monitor the design and operating effectiveness of internal controls.
  • Reports audit progress and findings to executives and the ACG Committee, identifying areas for improvement and enhancements.
  • Oversees and monitor all internal audit activities, including administrative and supervisory responsibilities.
  • Provides ongoing surveillance of all internal and external audits to identify risk trends.
  • Ensures continual reassessment of audit related activities to adjust as needed based on risk.
  • Oversees budget, resources and effectiveness of personnel of the Compliance and Internal Audit teams ensuring alignment with program goals and regularly reporting to the ACG on team resources and staffing.
  • Supports and provides oversight to the corrective action planning (CAP) process to ensure remedial action is taken on identified issues arising out of Compliance or Internal Audit activities. Regularly report on the status of CAPs to executive leaders and the ACG.
  • Reports regularly on compliance and audit program activities and achievements to senior management, ACG and the BOD.


Communications & Influence:



  • Provides strategic recommendations to the executive team, Audit Compliance and Governance (ACG) committee and Board Of Directors (BOD) concerning compliance implications of projects or programs.
  • Investigates and navigates complex conflict of interest assessment including mitigation planning.
  • Builds collaborative relationships with executive leaders and management to enhance the visibility and effectiveness of compliance and quality programs.


Innovation & Complexity:



  • Analyzes contractual and organizational objectives, standards and budgets to confirm alignment and compliance with expectations.
  • Guides and oversees Noridian's Records Management program to ensure compliance with federal, state and contractual records retention and legal requirements.
  • Provides regular reporting to executives and promote cross functional collaboration to support effective change management and drive improvement.
  • Ensures all program activities effectively support the organization's strategic plan.


Leadership & Talent Management:



  • Serves as a key advisor to the ACG Committee of the BOD, offering strategic insights and recommendations.
  • Motivates and enables staff to reach their highest potential by fostering the continuous professional development and career growth of a diverse workforce, coaching, and mentoring future leaders, identifying and championing high potential talent, and creating high-performance teams while demonstrating creativity, flexibility, and willingness to embrace change. Serves as a mentor to other leaders to support a culture of leadership excellence.


Knowledge & Experience:



  • Oversees the development and execution of comprehensive education and training programs on compliance-related issues for employees, board members, subcontractors, and business partners.
  • Ensures comprehensive understanding and adherence to the organization's Code of Conduct and other relevant policies, procedures, rules, regulations, and laws.
  • Cultivates a culture of integrity and ethical behavior, encouraging prompt reporting of suspected violations without fear of reprisal.
  • Mentors and supports leaders on effective practices that foster a culture of integrity, shared accountability, and operational excellence


Non-Essential Duties and Functions

  • Fulfills other duties as assigned, including providing leadership in crisis management situations and business resilience activities as needed to support operations.


Minimum Qualifications

  • Bachelor's degree in business administration, law, finance, or related field required as determined by HR.
  • 10 years' experience in corporate compliance, internal audit or related fields with 5 years in management roles.
  • In-depth and applicable knowledge of federal, state, and local regulations impacting healthcare, Medicare, Medicaid, and commercial markets.
  • Exceptional leadership, communication, and interpersonal skills, with the ability to influence and collaborate effectively across all organizational levels.
  • Proven ability to effectively engage and collaborate with stakeholders at all levels, including executive leadership and the Board of Directors.
  • Demonstrated experience advising internal and external customers, producing data, and providing insights based on professional expertise and a comprehensive understanding of organizational impact.
  • Skilled in presenting to, collaborating with, and making strategic recommendations to executive leadership and the Board of Directors.
  • Expertise in strategic planning, budget development, and the implementation of operating plans to achieve organizational goals.
  • Strong leadership skills with extensive experience in leading teams, driving results, and maintaining operational efficiencies. Ability to assemble, lead, and motivate a team of professionals to produce and improve outcomes.
  • Highly adept at building and nurturing relationships, with strong organizational skills to manage multiple priorities effectively.


Preferred Qualifications
Above requirements and the following:

  • Master's degree in Public Policy, Law, Government Affairs, Business Administration, Finance, or related field as determined by HR
  • Juris Doctor and/or CPA certification
  • Other relevant compliance, quality, or internal audit licenses, credentials, or certifications

The pay range for this position is $138,359 - $221,323 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
