Position Overview: We are seeking a Senior Software Developer to support the operations, maintenance, sustainment, and enhancement of mission-critical financial management systems supporting the Space Launch Delta 45 Comptroller Squadron at Patrick Space Force Base and the Space Launch Delta 30 Comptroller Squadron at Vandenberg Space Force Base. This role will support the Comptroller Financial Information System (CFIS), Job Order Cost Accounting System II (JOCAS II) interfaces, and related financial management applications, data warehouse processes, reporting tools, and system integrations. The environment includes legacy and modern technologies, including Visual Basic/VB6, PL/SQL, Oracle 12c, C#, C++, LOUIS II scripts, InfoConnect, Multi-Host Internet Access Portal, UNIX CRON, Windows Server, UNIX servers, and Oracle Utilities. The Senior Software Developer will maintain and enhance existing applications, support daily and monthly financial data processing, troubleshoot system and data issues, perform approved software changes, and ensure system stability, data integrity, auditability, and compliance with DoD cybersecurity and financial management requirements. Responsibilities
- Maintain, enhance, troubleshoot, and support CFIS applications, modules, utilities, and related financial management systems.
- Support interfaces and data exchange processes involving CFIS, JOCAS II, GAFS, CCIS, Cost Query, BQ Select, ODL, Selective, Codebook, Job Order Display System, WinGAMPS, and related systems.
- Develop, maintain, and modify applications using Visual Basic/VB6, PL/SQL, C#, C++, and related scripting technologies.
- Maintain and enhance Oracle PL/SQL packages, procedures, functions, triggers, scripts, and database objects supporting financial data processing and reporting.
- Support Oracle 12c database-backed applications, data warehouse processes, data loads, performance tuning, and troubleshooting activities.
- Maintain and support LOUIS II scripts used to extract financial data from Government Accounting and Financial Systems.
- Use InfoConnect and the Multi-Host Internet Access Portal to modify, execute, and support host-based scripts and data extraction processes.
- Support daily CFIS update processes, including data downloads, file processing, data validation, monitoring, and issue resolution.
- Support month-end and year-end financial processing, billing support, contractor uploads, manual cost entries, and required financial data extracts.
- Research and resolve data discrepancies across JOCAS II, GAFS, CFIS, and related financial systems.
- Code, test, document, and implement approved system changes while ensuring changes do not negatively affect Eastern or Western Range users.
- Support incident resolution, root cause analysis, corrective action, service requests, and change requests in a high-availability O&M environment.
- Participate in release testing, configuration control, version control, defect resolution, and regression testing.
- Use SourceSafe or a comparable legacy version control tool to manage application source code.
- Coordinate with functional users, financial analysts, DBAs, system administrators, cybersecurity personnel, and program management to translate business and accounting needs into technical solutions.
- Support system integration activities with upstream and downstream financial, accounting, reporting, and enterprise systems.
- Assist with application security, secure coding, vulnerability remediation, and compliance with DoD cybersecurity requirements.
- Support Risk Management Framework (RMF), Information Assurance, and application security activities as required.
- Support software and system documentation, including design documentation, database design descriptions, user manuals, SOPs, configuration records, source code documentation, and technical support materials.
- Contribute to monthly status reporting, metrics reporting, audit support, and other contract deliverables as required.
- Support contingency planning, backup/recovery procedures, data safeguarding, and disaster recovery activities for supported systems.
- Provide technical support to users and assist with system capabilities, limitations, output variations, and data clarification requests.
- Perform work on-site and support occasional after-hours activities required to maintain system availability or implement changes outside normal business hours.
Requirements
Required Qualifications
- 8-10 years of software development experience, including at least 5 years supporting Visual Basic/VB6, PL/SQL, and Oracle-backed financial, accounting, ERP, or reporting systems.
- Strong hands-on experience maintaining and enhancing legacy Visual Basic applications.
- Advanced experience developing and maintaining Oracle PL/SQL packages, procedures, functions, triggers, scripts, and database objects.
- Experience supporting Oracle 12c, Oracle Utilities, Oracle-backed applications, and data warehouse processes.
- Experience with Windows Server and familiarity with UNIX server environments.
- Working knowledge of C#, .NET, and C++ for supporting ancillary, legacy, or modernized application components.
- Experience supporting O&M environments, including incident management, root cause analysis, release testing, configuration control, and system sustainment.
- Experience supporting financial data integrity, reconciliation, auditability, reporting, and billing-related processing.
- Familiarity with federal, DoD, Air Force, or comparable financial management systems and accounting processes.
- Experience with InfoConnect, Multi-Host Internet Access Portal, UNIX CRON scheduling, and host-based data extraction processes, or the ability to rapidly support equivalent environments.
- Experience with SourceSafe or comparable legacy source control/version control tools.
- Understanding of secure coding practices, application security, RMF, and DoD cybersecurity requirements.
- Strong technical documentation skills, including software design documentation, database design documentation, user manuals, SOPs, and configuration management records.
- Strong problem-solving skills and the ability to operate effectively in a mission-critical, high-availability environment.
- Ability to work directly with functional users, financial management personnel, technical staff, and program leadership.
Preferred Qualifications
- Experience supporting CFIS, JOCAS II, GAFS, CCIS, Cost Query, BQ Select, ODL, Selective, Codebook, Job Order Display System, WinGAMPS, or similar federal financial management applications.
- Experience supporting Air Force, Space Force, DoD, or federal comptroller/financial management environments.
- Experience supporting financial data warehouses, reporting applications, and interfaces between accounting systems.
- Experience supporting application security testing, database security controls, vulnerability remediation, and DISA STIG-related activities.
- Experience coordinating with Oracle DBAs, system administrators, cybersecurity teams, and functional financial management users.
- Familiarity with DoD Forms 2875, CAC access processes, Cyber Awareness training, and controlled installation access requirements.
- Oracle database certification, Oracle development certification, or prior Oracle DBA support experience.
Education and Certification Requirements
- Bachelor's degree in Computer Science, Information Systems, Accounting, Finance, or a related field, or equivalent professional experience.
- Security+ certification required.
- Additional Oracle, Microsoft, cybersecurity, or software development certifications are preferred.
Clearance and Access Requirements
- Active Secret clearance required at time of hire and must be maintained for the life of the contract.
- Must be eligible for and maintain a Common Access Card (CAC).
- Must be able to obtain and maintain required DoD, Air Force, Space Force, and local installation system access.
Work Location and Schedule
- Work will be performed 100% onsite at Patrick Space Force Base, Florida.
- Occasional travel to Vandenberg Space Force Base, California, may be required.
- Standard support hours align with Government operating hours; however, occasional after-hours, weekend, month-end, year-end, or contingency support may be required to maintain system availability and meet mission requirements.
