How you make a difference in this role:

This classification is responsible for duties such as maintaining up-to-date records of budget and expenditures, completing time-sensitive contracts and payment of invoices, grant management, maintaining office property and records, and facilitating the accurate and timely completion of the procurement of services and goods. An employee in this classification may be responsible for the developing and updating project plans, preparing monthly/quarterly/yearly reports, and collaborating effectively with staff on all fiscal, procurement, and grant/contract projects. Other responsibilities may include facilities management, forms and records management, travel, timekeeping, meeting facilitation, and information technology and telecommunications request. This classification differs from Public Health Administrator 1 in that an incumbent of the latter is responsible for oversight of a smaller budget and/or smaller staff.

Job Overview:

The Tennessee Department of Health (TDH), Division of Family Health and Wellness, is seeking a Public Health Administrator 2 to serve as the Section Chief for Adolescent Health & Injury Prevention. Reporting to the Deputy Director of Child Health, this position provides leadership and oversight to a broad portfolio of statewide initiatives focused on injury and violence prevention and improving outcomes across the lifespan, with particular emphasis on adolescent wellbeing and positive youth development. The Section Chief supervises a multi-disciplinary team, manages grants and budgets, drives performance improvement, and represents the section in statewide planning and partnerships.

Key Responsibilities:

• Lead, develop, and support staff, fostering a culture of performance, collaboration, and continuous learning across the team.
• Provide vision and strategic direction for a portfolio of statewide initiatives, ensuring alignment with state priorities, federal requirements, and emerging public health needs.
• Identify and pursue new funding opportunities to sustain and scale high-impact programs.
• Provide strategic oversight of federal grant management, ensuring compliance with award requirements, alignment with federal priorities, and successful execution of deliverables across the performance period.
• Oversee fiscal stewardship of program resources, ensuring accountability, compliance, and effective use of funds to maximize impact.
• Champion data-informed decision-making by leveraging data to guide strategy, assess performance, and drive continuous improvement.
• Ensure development and delivery of high-quality legislative reports and materials that effectively communicate program impact and inform policy decisions.
• Identify and advance strategic opportunities for program growth, innovation, and cross-sector alignment.
• Provide leadership and oversight for complex, cross-cutting initiatives, ensuring coordination, accountability, and timely execution across teams.
• Serve as a key representative of the Section, providing subject-matter expertise, building partnerships, and influencing stakeholders across systems.
• Conduct bill analysis and provide subject-matter expertise on legislative issues relevant to assigned programs.
• Serve as the Adolescent Health domain lead on the Title V/Maternal and Child Health Block Grant team.

Minimum Qualifications:

Education and Experience differ for this executive service classification based on the needs of the department. This might include a Bachelor's degree in a health or science field, a Master's degree in Business Administration, Public Health Administration or Health Planning, experience with statewide leadership or directing all functions of a health program as a whole.
