Job Description

We have an opening for a Deputy Nuclear Facility Engineering Operations Lead. You will be responsible for assisting in the oversight and management of nuclear engineering operations for the Superblock complex. The Superblock consists of Hazard Category 2 and Category 3 non-reactor nuclear facilities and radiological facilities at Site 200 in Livermore, California. You will provide operational leadership for functional areas including Cognizant System Engineering, Safety Basis, Criticality Safety Engineering, Nuclear Procurement Engineering and Configuration Management. This position reports to the Superblock Engineering Operations Lead. This position resides in the Defense Technologies Engineering Division within the Engineering Directorate.

This position requires full-time on-site presence due to the nature of the work.

You will

  • Provide operational leadership and technical direction to nuclear technical staff leaders including Cognizant Systems Engineering, Criticality Safety Engineering, Safety Basis, Configuration Management, and Nuclear Procurement Engineering.
  • Represent the Superblock Engineering Operations Lead in collaboration with stakeholders and senior leadership to ensure the successful attainment of mission deliverables. Requires the ability to influence the thinking of or gain cooperation from others in sensitive situations.
  • Lead the optimization of policies, procedures, and processes within nuclear facilities to ensure adherence to regulatory standards. Support the development of a Nuclear Conduct of Engineering program for the Superblock complex. Institute best practices from the Nuclear DOE Complex to improve our processes in areas such as configuration management, nuclear procurements, and systems engineering.
  • Execute continuous improvement initiatives and manage assessment processes, including the tracking of metrics to ensure organizational goals are met.
  • Ensure Superblock personnel are provided with the requisite training, resources, and tools to execute programmatic work safely and efficiently.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in a Science, Engineering, or another technical area, or the equivalent combination of education and related experience, with significant experience resolving complex problems.
  • Extensive experience managing work in highly complex technical programs at DOE, commercial, or Navy nuclear facilities. Previous experience leading a team, project, or group.
  • Extensive knowledge of DOE policies, procedures, regulations, and standards, including DOE Order 420.1C,Facility Safety, DOE Order 422.1,Conduct of Operations, DOE Order 430.1C,Real Property Asset Management, DOE Order 433.1B,Maintenance Management Program for DOE Nuclear Facilities, and DOE Order 425.1 Verification of Readiness to Startup or Restart Nuclear Facilities.
  • Experience interacting with and negotiating on matters of significance to the organization, including leadership and management skills to champion innovative directions and influence the development of institutional goals and objectives.
  • Experience implementing operational goals for technical programs.
  • Previous experience implementing the requirements of ASME NQA-1 (Quality Assurance Requirements for Nuclear Facility Applications), specifically regarding requirements for nuclear procurements, design, testing & inspections.
  • Advanced knowledge and experience developing continuous improvement initiatives in engineering, quality, and operations while encouraging process improvement throughout the workforce
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors.

Qualifications We Desire

  • Advanced degree at the Masters or PhD level in Science, Engineering, or Business Administration.
  • Experience establishing and implementing strategic policies and procedures within nuclear programs and implementing successful methods and techniques.
  • Knowledge of leadership, management, and organizational development principles and methods applied to the direction of a broad organization. Capable of mentoring leads/subordinate supervisors in engineering, operations, and leadership development.
  • Either previously qualified as a Nuclear Design Authority per DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets or capable of qualifying to that role within the first year.

Pay Range

$272,970 - $346,140 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
