The Senior Technical Trainer (Non-DOT) leads the design, development, and delivery of standardized, high-impact technical training that ensures safe, compliant, and reliable operational performance. This role builds workforce capability, reduces operational risk, and strengthens performance by equipping technical personnel with the skills, certifications, and practical expertise required to support critical operations.

*This recruitment will establish a six (6) month Eligibility List for current and future vacancies.

What you would do in this job

  • Partner with leadership and staff to identify skill gaps, compliance requirements, and operational training needs.
  • Analyze data (e.g., incidents, audits, work orders) and conduct job/task assessments to define core competencies.
  • Develop and prioritize an annual training plan aligned with risk, compliance, and operational goals.
  • Design and implement standardized, competency-based training programs across relevant technical disciplines.
  • Develop instructional materials, learning pathways, and assessments aligned with adult learning principles and industry standards.
  • Create blended learning solutions, including classroom, hands-on, and eLearning formats.
  • Deliver technical and safety training through classroom, hands-on, and field-based instruction.
  • Demonstrate equipment operation, troubleshooting practices, and safe work procedures.
  • Coordinate training logistics and maintain required training records and certifications.
  • Evaluate training effectiveness through assessments, KPIs, and participant feedback.
  • Monitor operational metrics (e.g., safety, downtime, rework) to measure program impact.
  • Provide data-driven recommendations to improve training programs and workforce performance.
  • Serve as a subject matter expert on technical training and workforce development.
  • Stay current on industry trends, technologies, and best practices.
  • Support cross-functional initiatives and evolving operational or compliance needs.
  • Other duties as assigned

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of related work experience that includes both technical experience (facilities technologies, mechanical technologies or similar) and technical training/instruction experience (with a focus on course development, instructional design, adult learning concepts as well as delivery of training), AND completed education in Education, Facilities, Engineering, Management, Business Administration, Transportation, or another closely related field.

  • A high school diploma or GED; AND eight (8) years of progressive technical experience in a relevant operational environment, plus at least two (2) years of experience in technical training, instructional design, or course development AND one (1) year of supervisory or lead responsibility.
  • An associate degree in technical discipline, training and development, management, or a related field; AND six (6) years of progressive technical experience in a relevant operational environment, plus at least two (2) years of experience in technical training, instructional design, or course development AND one (1) year of supervisory or lead responsibility.
  • A bachelor's degree in technical discipline, training and development, management, or a related field; AND four (4) years of progressive technical experience in a relevant operational environment, plus at least two (2) years of experience in technical training, instructional design, or course development AND one (1) year of supervisory or lead responsibility.
Metropolitan Council Employees Only: Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6-months or 1 year) for lead/supervisory experience.

License Requirement:

  • Valid driver's license with acceptable driving record.
  • Technical certifications or licensure relevant to the operational environment (preferred).
  • 1st Class C or Chief Boiler License (preferred - Metro Transit Facilities).

What additional skills and experience would be helpful in this job (desired qualifications):

  • Knowledge of technical systems and disciplines relevant to the operational environment.
  • Knowledge of OSHA, NFPA, EPA, and other applicable safety and regulatory standards.
  • Knowledge of adult learning theory and instructional design methodologies (e.g., ADDIE, competency-based design).
  • Skill in designing and developing technical curricula and competency-based training programs.
  • Skill in facilitating instructor-led and hands-on technical training sessions.
  • Skilled in interpersonal, oral, and written communication.
  • Ability to translate complex technical information into clear, practical instruction for diverse skill levels.
  • Ability to manage multiple projects and priorities in a dynamic environment.
  • Ability to build collaborative relationships with leadership, supervisors, and frontline personnel.
  • Experience working and/or training in a union workforce environment.
  • Promotes and equitable, positive and respectful work environment that values diversity among all employees.

What knowledge, skills and abilities you should have within the first six months on the job:

  • Knowledge of bargaining unit agreements.
  • Knowledge of maintenance and repair of related equipment.
  • Knowledge of adult learning principles and their application.
  • Knowledge of training needs assessment methods.
  • Knowledge of OSHA, NFPA, EPA, and other applicable safety and regulatory standards
  • Basic knowledge of learning management systems, maintenance management systems and Adobe.
  • Knowledge of e-learning software (Articulate 360)
  • Knowledge of current audio-visual equipment use and care.
  • Proficient in using Outlook, Word, Excel, and Power Point.
  • Ability to communicate clearly in written and oral form.
  • Ability to manage multiple responsibilities and priorities simultaneously while working independently.
  • Ability to work well with employees and staff at all organizational levels.
  • Ability to transfer information from technical documents and troubleshooting guides into training materials and classroom presentations.
  • Ability to write reports, memos and business letters.

What your work environment would be:

Work is frequently performed in an indoor environment; however, the position may require occasional outdoor work with exposure to weather conditions. Work may require local travel to conduct training at various facilities. Work occasionally requires out-of-state travel to attend training and conferences. Work is performed periodically near moving parts, vehicles, lifting equipment and occasionally elevated positions. Position may result in exposure to noise, diesel exhaust emissions, welding fumes, and risk of electrical shock. Requires work in varying hours to accommodate varying work shifts. Position is regularly required to speak, hear, read, and write and has vision requirements (close, distance, peripheral, depth perception, ability to distinguish colors, and ability to adjust focus).
