Job Summary

The HRIS Business Analyst is a highly proficient, high-performing contributor responsible for collecting, organizing, analyzing, and interpreting data within the Human Resources technology environment. This role supports the full HRIS platform and plays a critical part in ensuring data integrity, system functionality, and alignment between business operations and technology solutions.

The ideal candidate should possess strong knowledge of Oracle PeopleSoft HCM, with demonstrated proficiency in data analysis and advanced PeopleSoft Query development, including designing, building, troubleshooting, and optimizing complex queries using effective logic, multiple table joins, expressions, prompts, subqueries, and aggregate functions to support operational reporting, compliance, and decision-making needs.

Experience supporting or working with Cornerstone Learning Management System (LMS) or similar cloud-based learning platforms is highly desirable, as this position translates business objectives and user needs into clear technical requirements and effectively communicates technical concepts to non-technical stakeholders. The HRIS Business Analyst collaborates closely with HR functional teams, IT partners, and external vendors to support system enhancements, automated integrations, upgrades, and process improvements. This role requires attention to detail and a strong commitment to maintaining the integrity and accuracy of HR data, both within on-premise systems and across third-party vendor integrations.

The position requires experience across the full project lifecycle, including requirements gathering, system configuration, testing (SIT/UAT), deployment, and user training. The successful candidate demonstrates professionalism, sound judgment, and strict confidentiality when handling sensitive HR information.

Essential Functions
  • 40% - PeopleSoft Query Development & Reporting: Develop and maintain complex PeopleSoft HCM queries and reports to support operational, compliance, and strategic reporting needs.
  • 25% - Data Analysis & Decision Support: Collect, analyze, and interpret HR data to support business decision-making, operational improvements, and compliance requirements.
  • 20% - HRIS Functional Support & Business Process Analysis: Partner with HR functional areas to analyze business processes and improve HR technology utilization.
  • 10% - HR Technology Support, Testing & Implementation: Support the implementation, testing, documenting, and ongoing optimization of HR technologies.
  • 5% - Other duties as assigned related to HRIS support of the HR space


Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in human resources, business (any discipline or specialization), information technology (any specialization), public administration, or a related field, and two (2) years of business systems analysis experience, including business process design, business requirements definition, workflow documentation, and acceptance testing.

An equivalent combination of the conferred degree, education, certification, and directly related full-time work experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  • Master's degree in computer science, information systems, with 2 years of experience as a Business Systems Analyst.
  • Strong understanding of Oracle PeopleSoft HCM with strong knowledge of PeopleSoft Query development and expertise in the HR verticals (Benefits, Compensation, Staffing, and Payroll).
  • Proficient in translating business objectives and user needs into technical requirements. Can effectively communicate technical concepts to non-technical stakeholders.
  • Experienced in all aspects of a project life cycle, including requirements gathering, system testing, and user training.
  • Possess excellent analytical skills with the ability to collect, organize, analyze, and interpret data within the Human Resource technology databases.
  • Demonstrates professionalism and integrity and maintains confidentiality when handling sensitive HR data
  • One year of full-time relevant MCCCD experience during the previous two years


Special Working Conditions
  • May be required to sit for a prolonged period of time, viewing a computer monitor
  • Some level of hybrid work may be available at the supervisor's discretion.
