SUMMARY OF JOB FUNCTION

Under general directions from the Laboratory AVP/SVP and Laboratory Medical Director, provide leadership and direction in effectively managing daily operations of the laboratory to fulfill the department's goals and objectives,

Effectively communicates information, utilizes resources and manages staff and services to institute industry best laboratory practices,

Manages staff and operational expenses in the department,

Establishes annual goals and objectives for the department in conjunction with section supervisors, Medical Directors and Laboratory AVP/SVP,

Ensures that the laboratory complies with all applicable policies, laws and regulations,

JOB QUALIFICATIONS/EDUCATION/TRAINING/CERTIFICATION/LICENSURE

Education/Required Criteria:

Bachelor s Degree in Medical Technology, Clinical Laboratory Science or similar degree,

Must meet current NJ Sanitary Code Chapter 44, Chapter IV, 8:44-2,

4 General Laboratory Supervisor qualifications,

Effective written and oral communication skills, computer skills and organizational skills required,

Must have operational knowledge and experience in multiple laboratory disciples,

Current experience in a clinical laboratory setting with management responsibilities,

Qualified candidates must be able to effectively communicate with all levels of the organization,

Education/Required Criteria:

  • Bachelor's Degree in Medical Technology, Clinical Laboratory Science or similar degree.
  • Must meet current NJ Sanitary Code Chapter 44, Chapter IV, 8:44-2.4 General Laboratory Supervisor qualifications.
  • Effective written and oral communication skills, computer skills and organizational skills required.
  • Must have operational knowledge and experience in multiple laboratory disciples.
  • Current experience in a clinical laboratory setting with management responsibilities.
  • Qualified candidates must be able to effectively communicate with all levels of the organization.

Experience/Qualifications:

Minimum of 3-5 years experience in laboratory management.

Preferred Criteria

  • Master's Degree preferred.
  • American Society for Clinical Pathology Certification (ASCP) or equivalent certification.

Work Environment and Hazards

Exposure to bloodborne pathogens, such as human immunodeficiency virus, hepatitis viruses, and other pathogenic organisms (disease-producing) for humans such as those that cause meningitis, septicemia, gastroenteritis, tuberculosis, parasitic infections, fungal infections which can be occupationally acquired, also exposed to potentially carcinogenic (cancer-producing) and other hazardous chemicals. Required to wear protective garments such as gloves, mask, goggles, lab coat, gown, or apron and work under a biological safety fume safety cabinet.

Special Physicals Demands

Standing and walking for long periods, sitting at various bench heights and moving boxes of supplies and equipment. Good hearing and eyesight for communication and interpretation.

Confidentiality:

Maintaining confidentiality is an important responsibility of all employees. Patient information should never be disclosed in elevators, cafeterias, hallways, restrooms, or other public areas. Each individual should sign off the computer system when leaving his/her worksite. Patient records or verbal information regarding the patient may not be released without the patient's authorization. A release form is available from Medical Records. Security codes should not be shared with coworkers. Employees must immediately report any activity by any person that violates the Hospital's policies on confidentiality. Diagnostic patient information and/or procedure schedules should not be visible to patients or visits. Documents with confidential data are destroyed appropriately. Never review patient information when you are not directly involved in the specifics of a patient's care or are not reviewing the delivery of care.

Corporate Compliance:

Ensure that appropriate standards of practice follow corporate compliance guidelines, act in an ethical and legal manner, and ensure that all actions are in the best interest of the hospital. Ensure that the results of accreditation surveys and licensure reviews by N.J.S.D.O.H., C.A.P. and J.C. are satisfactory.

Job Functions

Under general directions, work with Section Supervisors, Medical Director and AVP/SVP laboratory services to ensure departmental compliance with C.A.P., J.C., NJ State Dept of Health, and all other applicable laboratory governing bodies to ensure departmental accreditation.

  • Ensures sections are maintained and prepared for unscheduled/scheduled inspections.
  • The procedure manuals and policies are reviewed, signed annually, and arranged in an orderly electronic and written fashion.
  • Proficiency Testing and Quality control are performed and documented for all instruments and procedures in accordance with State's and regulatory agencys' requirements.
  • Corrective action is documented on all unacceptable proficiency results as per department procedure.
  • Participates directly in writing policies and protocols for new or changed procedures.
  • Ensures that results of controls are reviewed and plotted or entered into the Laboratory computer system daily as well as printed according to schedule.
  • Assist the section supervisors with remedial action protocols when defined parameters are exceeded.

Assist in developing and recruiting qualified candidates and staff. In conjunction with Human Resources and AVP/SVP laboratory services, coordinate departmental interviews, hires, disciplines, discharges, and take part in the supervisory evaluation. Provide direction and follow up for the following activities in each section:

  • Help onboard new team members.
  • Inservice and document employee competency and orientation of new team members.
  • Ensure that departmental and laboratory policies and rules are disseminated and observed.
  • Adopt and demonstrate to team members new laboratory techniques and procedures to improve services.
  • Assists in developing, training and orientation for laboratory staff, including but not limited to Medical Laboratory Scientists, Laboratory Assistants, Phlebotomists and other laboratory support personnel
  • Assists with time cards and payroll for the department.

Under general directions, provide leadership and direction for staff via:

  • Provision of guidance and structure for continuous Personal and Professional growth and development of staff.
  • Resolve problems while understanding and supporting staff concerns and sentiments during stressful or frustrating conditions.

  • Assigns special projects to Medical Laboratory Scientist to be completed as time and volume permits and after consulting the AVP/SVP laboratory services and Section Supervisor.

Lead the Laboratory Safety Committee and assists with overall laboratory safety and variance reporting.

  • Practices and enforces lab safety; follow chemical hygiene plan, abides by standard precautions, Hazcom regulations, and O.S.H.A. bloodborne pathogens control plan.
  • Ensures general cleanliness and safety of the department.
  • Perform monthly safety rounds for all lab departments
  • Arrange for and ensure compliance of team members with the annual fire safety training
  • Reports any actual or potential safety issues or hazards to the Laboratory's Safety Committee.
  • Ensures all accidents are properly reported, and all employee health service, laboratory and hospital policies are complied with.
  • Oversees departmental activity on the hospital incident reporting systems.
  • Report safety incidents during the daily hospital huddles and the monthly laboratory supervisor meetings.

Assist the AVP/SVP laboratory services in developing and instituting industry best practices regarding current and emerging technologies. Fosters effective use of technology in order to maximize utility, return on investment and client satisfaction via:

  • Frequent evaluation of new products, kits, and instrumentation.
  • Benchmarking with similar health care organizations.
  • Implementation of State of the art efficiencies in the laboratory.

Assist the AVP/SVP laboratory services and the department supervisors in preparing the annual operational budgets for sections and monthly variance reports.

  • Participates in ordering and monitoring levels of inventory, preventing stock-outs.
  • Reviews and assists with corrective measures to maximize the use of resources.
  • Assures budgets (monthly and yearly) are submitted to the AVP within the established time frame.
  • Foster action plans to assist sections with staying within budget limits.
  • Maintains monthly and yearly budget variance files for the section.
  • Works with the AVP and departments on setting realistic annual cost containment ideas and growth projections.

  • Assists in establishing essential mechanisms for the provision of value-added services to our clients.

Assists in developing and assures documentation of Quality Assurance / Quality Control program to comply with all regulatory standards

  • Perform monthly patient test management quality assurance tasks.
  • Conduct quarterly QA meetings
  • Follows established procedures and evaluates and solves problems related to collecting and processing specimens for analysis.
  • Maintains logs of all preventative maintenance, recalls and remedial action for each piece of equipment
  • Initiates special studies as needed.
  • Establishes Preventative Maintenance schedules and ensures that they are completed.
