Description

The Housing Locator, SSVF (Supported Services for Veteran Families) reports to the Team Leader, SSVF and is responsible for the development of affordable housing opportunities for Thresholds members by building relationships with landlords and identifying suitable rental apartment units for members. Housing Locator is responsible for the management of Thresholds residential properties and/or subsidies in accordance with all current funding requirements, Fair Housing Laws, and Thresholds policies and procedures.

ESSENTIAL DUTIES & RESPONSIBILITIES:



  • Manages all Thresholds Supported Services for Veteran Families residential properties, subsidized and non-subsidized, in accordance with all current funding requirements, such as but not limited to Housing & Urban Development (HUD), Veteran Affairs Supported Housing (VASH) or equivalent project-based voucher program, current release of the HUD 4350.3 Occupancy Handbook, HUD Continuum of Care Programs including Long Term Rental Assistance Program and HUD Leasing Program, Federal, State & City Fair Housing Laws and Thresholds policy and procedures.
  • Conducts and completes applicant interviews, oversees move-ins, move outs, processes annual and interim certifications, verifications, paperwork, and data entry required in completing each process.
  • Maintains required information in Thresholds Homeless Management Information System (HMIS) data system.
  • Maintains veteran files in accordance with funding requirements and SSVF program policy and procedures.
  • Collaborates with HUD/VASH team in maintaining the housing waitlist.
  • Completes all necessary reports as determined by the SSVF program office and/or other funding sources as requested.
  • Obtain HMIS Certification
  • Expedite housing placements with the appropriate level of services and Identify community resources & initial housing needs for Veterans.
  • Conduct Assessments for ALL HUD/VASH referrals.
  • Present weekly case consultations to VA HUD/VASH teams for clinical case management & referrals for SMI veterans. Assess clinical service needs and make appropriate referrals to VA & community partners.
  • Attend ALL HUD/VASH team meetings & Weekly Calls and Be familiar with the enrollment & HUD/VASH voucher process.
  • Weekly engagement with housing owners/landlords & Veterans to identify permanent housing units in the community.
  • Conduct Landlord recruitment events and relationship building: This includes new unit identification in the open market and leveraging/building landlord relationships directly with the program/system to be able to access over time.
  • Assist Veterans in gathering all documents necessary for housing enrollment and support housing search.
  • Build a Housing Owner/Landlord Portfolio


ADDITIONAL ESSENTIAL DUTIES & RESPONSIBILITIES FOR OUTLYING SERVICE AREAS:



  • Completes and maintains all rent reasonableness & environmental review paperwork to ensure rents are not excessive for respective locations, type and amenities. Ensures compliance with all subsidy funding sources such as HUD and other funding agencies.
  • Monitors current leases for agency housing assistance subsidy recipients and obtains new and renewal leases as necessary.
  • Maintains and cultivates new relationships with landlords and property management companies to increase affordable housing opportunities for Thresholds ' members.
  • Collects all required client information for Homeless Management Information Systems (HMIS), where applicable, and reports such data to the HMIS Data Quality Compliance Manager, in compliance with Thresholds HMIS Policy and Procedures.


MARGINAL DUTIES & RESPONSIBILITIES:



  • May be required to work a flexible schedule, being available to work on weekends or evenings.
  • May be required to coordinate and negotiate inter-departmental activities or requests such as grant proposal preparation, internal and external audits, etc.
  • May be required to travel between agency facilities.


EDUCATION:



  • Bachelor's Degree preferred.


EXPERIENCE:



  • Minimum of 3 years of residential property management or administration of federal or government subsidies.


SKILLS/CERTIFICATIONS:



  • Strong computer skills required. Must have comprehensive knowledge of Microsoft Office products, including internet and email. Knowledge of or ability to learn other pertinent software products preferred. Intermediate to advanced Excel skills are required.
  • Assisted Housing Manager (AHM) or Certified Occupancy Specialist (COS) preferred.
  • Driver's license required.

  • Competitive pay - Base Rate: $21.75 - 25.87 hourly / $45,240 - $53,800 annually

    • Subject to increase based on education and experience
