Description

Milliman's Medicaid Finance and Policy Practice is seeking individuals to lead complex healthcare consulting projects in the Medicaid payment policy and reimbursement space, with a primary focus on overseeing workflows, internal teams, and the development of client deliverables. Engagements typically involve overseeing reimbursement methodology design, rate setting, and program funding efforts across a broad range of provider services, including hospital, physician, nursing facility, behavioral health, and home and communitybased services.

About Our Practice

Milliman's Medicaid Finance and Policy Practice serves state Medicaid agencies and a wide variety of organizations significantly impacted by Medicaid reimbursement and funding, including hospital associations and safety net hospital systems. The practice is affiliated with the broader Milliman Medicaid Consulting Group consisting of 600+ professionals, including actuaries, healthcare consultants, attorneys, and statisticians.

In this role, you will have the opportunity to:

Responsibilities



  • Leading projects and/or workstreams and multidisciplinary teams to ensure projects are delivered on time, within scope, and aligned with client objectives.
  • Overseeing analytical workflows and ensuring effective collaboration between technical analysts, subject matter experts, and client stakeholders.
  • Supporting the development of client reports and presentation materials, and working directly with clients to present findings, respond to questions, and translate technical analyses into clear, actionable deliverables.
  • Working directly with clients and internal analytical teams to translate complex reimbursement concepts into clear, actionable deliverables that support decisionmaking.
  • Interpreting federal and state Medicaid policy, regulations, and guidance to inform analytical approaches and client recommendations.
  • Leading the design, evaluation, and refinement of payment methodologies, fee schedules, and funding models.
  • Reviewing team outputs for quality, consistency, and adherence to Milliman's quality control standards.
  • Contributing subject matter expertise to business development efforts, including proposal development, thought leadership, and client discussions.


To be successful in this role, you will have the following qualifications:

Qualifications



  • Experience: A minimum of 7 years of professional experience in Medicaid finance, rate setting, or state government healthcare consulting or 5 years of experience combined with a relevant Graduate Degree (e.g., MPH, MPA, MBA, or MHA).
  • Project Leadership: Demonstrated success leading complex, multistakeholder projects, coupled with subject matter expertise in Medicaid finance, reimbursement, or healthcare policy environments.
  • Technical Skills: Advanced proficiency in working with large healthcare datasets and related analytics platforms to support Medicaid claims analysis, reimbursement modeling, and policy evaluation. Strong preference for experience in project management tools and software.
  • Consulting Background: Previous experience in a professional services or consulting firm is highly preferred.
  • Communication: Ability to translate highly technical financial concepts into actionable strategies for non-technical stakeholders.

Location

This position is remote, although being located in Seattle or Chicago is a plus. The expected application deadline for this job is March 23, 2026.

Compensation

The overall salary range for this role is $93,700 - $177,675. For candidates residing in:



  • Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York City, Newark, San Jose, San Francisco, Pennsylvania, Virginia, Washington, or the District of Columbia the salary range is $107,755 - $177,675.
  • All other locations the salary range is $93,700 - $154,500.


A combination of factors will be considered, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, etc.

Employees are also eligible for a bonus under our standard bonus policy.
