We are seeking a Senior Financial Analyst and Business Relations Manager with a strategic mindset and leadership presence to oversee and optimize financial planning, execution, and reporting for the NIWC Atlantic Position, Navigation and Timing IPT. This role requires a seasoned professional who balances leading financial forecasting efforts, guiding decision-making with data-driven insights, and collaborating effectively across functional and technical teams.

Responsibilities:



  • Lead IPT in preparation of complex monthly financial reports using standardized processes and templates; provide strategic insights that inform leadership decisions
  • Collaborate with capability based in service engineering agents in support of precision delivery to the fleet
  • Monitor and analyze program spending, proactively identifying variances and recommending corrective actions to maintain alignment with financial targets
  • Evaluate contractor spend plans; monitor and advise on execution performance against planned expenditures, highlighting risks or inefficiencies
  • Ensure accuracy across Labor Rosters, burn rates, and multiple budget lines
  • Develop executive-level slide decks and tailored briefings that synthesize financial data into actionable intelligence for stakeholders
  • Serve as a trusted advisor to program leadership, offering risk-informed financial strategies and surfacing issues before they impact program outcomes
  • Mentor junior financial analysts and junior acquisition specialists and act as a peer reviewer to uphold analytical quality and accuracy.


Required Qualifications:



  • Bachelor's degree in Finance, Accounting, Statistics, Mathematics, Management Information Systems, or Business Administration
  • Strong understanding of federal regulations and policies including FIAR
  • At least 10 years of experience in financial management, including experience supporting NIWC or IT programs
  • Strong Microsoft Excel capabilities; comfort with pivot tables, financial models, and scenario planning
  • Demonstrated proficiency with financial systems and data integration tools (e.g., ERP systems, Business Intelligence platforms)
  • Proven track record in strategic planning, risk analysis, and budget execution for complex federal programs
  • Strong leadership, communication, and stakeholder engagement skills, including the ability to translate technical or operational risks into financial language
  • Ability to manage competing priorities across multiple workstreams with a high level of autonomy


Desired Qualifications:



  • Active DoD SECRET clearance (preferred) or the ability to obtain one
  • DAWIA FM Certification
  • Familiarity with Qlik or similar reporting tools


Location: Little Creek, VA

Schedule: Hybrid 2-3 days a week onsite

Salary: 160k
