HJF is seeking a Health Advisor IV to analyze and inform international medical credentialing and licensing efforts. This includes researching complex public health or policy issues related to international medical credentialing, identifying gaps in policy and practice, and leading the development of specified technical and policy deliverables. Additionally, the Advisor will develop recommendations that are supported by research findings and provide subject matter expertise in determining policy requirements. The incumbent will advise senior leaders and other high-level stakeholders on policy and/or research recommendations based on the findings.

This position will be in support of the National Institute for Defense Health Cooperation (NIDHC) at the Uniformed Services University (USU). The ideal candidate will align policy recommendations to program and leadership priorities and effectively collaborate with internal and external partners. This role will primarily support policy review, policy recommendation, and the generation and dissemination of advanced knowledge products to DoW and CCMD stakeholders. The proposed role is a part-time position that will be based at NIDHC and require the ability to communicate with DoW and CCMD partners.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

This part time position will be scheduled for 10-20 hours per week.


  • Research Complex International Medical Credentialing Policy.
  • Develop and implement policy research protocols designed to examine the landscape of international medical credentialing.
  • Align findings of policy review to the military, civilian, and military-civilian contexts.
  • Collaborate with NIDHC, OASW(HA), and CCMD stakeholders on the tailoring of research findings.
  • Identify and describe gaps in credentialing capabilities in specific international contexts.
  • Leverage Subject Matter Expertise to Inform Policy Recommendations.
  • Align knowledge of international medical credentialing systems with the military medical context.
  • Inform policy recommendations by collating research and policy review findings to inform stakeholder collaboration.
  • Articulate policy review findings and recommendations to internal and external stakeholders.
  • Develop Knowledge Products and Review Outputs.
  • Collaborate with NIDHC partners to develop cogent and concise knowledge products that communicate research findings.
  • Tailor policy recommendations to a variety of stakeholder contexts.

Education and Experience

  • Master's Degree required. Doctoral degree or Medical degree highly preferred.
  • Minimum of 10 or more years of experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of DoWI and DHA-PI policy recommendations for MTF medical credentialing.
  • Knowledge of international medical credentialing systems (e.g., ECFMG).
  • Knowledge of the U.S. DoW medical system.
  • Experience working OCONUS.
  • Experience providing medical credentialing oversight in a medical facility.
  • Excellent communication skills, including the ability to communicate the value and importance of specific research findings.
  • Ability to collaborate and communicate effectively with diverse partners and stakeholders.
  • Ability to work independently and supervise others in a dynamic environment.
  • Ability to work both independently and in a team environment.
  • Ability to show initiative, multi-task, prioritize, and manage deadlines.
  • Ability to obtain and maintain a T1/Public Trust Background Check.

Work Environment

  • This position will take place in a remote office setting.

Compensation

  • The hourly pay range for this position is $61.06- $100.00 Actual hourly pay will be determined based on experience, education, etc.

Employment with HJF is contingent upon successful completion of a background check, which may include, but is not limited to, contacting your professional references, verification of previous employment, education and credentials, a criminal background check, and a department of motor vehicle (DMV) check if applicable. Any qualifications to be considered as equivalents, in lieu of stated minimums, require the prior approval of the Chief Human Resources Officer.
