LOCATION:Huntsville Alabama

JOB STATUS:Full-time

CLEARANCE: Secret - DoD Secret with ability to get a Top Secret

TRAVEL:As Needed

Astrion is working with the Golden Dome of America, Space Based Interceptor (SBI) program office and we have an immediate need for a seasoned Industrial Security Facility Clearance Lead in Huntsville Alabama.

REQUIRED QUALIFICATIONS / SKILLS

  • 10+ years required, 15+ years preferred, with prior experience standing up a Secret FCL from scratch.
  • Former appointed Facility Security Officer (FSO) under the National Industrial Security Program (NISP)
  • Demonstrated experience processing and obtaining Secret-level Facility Clearances (FCLs) through DCSA
  • Hands-on experience submitting and managing FCL packages in NISS
  • Experience completing and validating:
    • SF-328 (FOCI documentation)
    • Key Management Personnel (KMP) clearance coordination
    • Exclusion resolutions
    • Organizational documentation required for FCL approval
  • Experience working directly with government sponsors to initiate and accelerate FCL sponsorship

PPIP / Industrial Security Program Experience

  • Direct experience managing the Personnel and Physical Industrial Security Program (PPIP)
  • Personnel Security (PCL) management experience including DISS, NBIS/eQIP processing, visit requests, indoctrinations/debriefings
  • Physical Security program management including closed areas, GSA containers, alarm coordination, safeguarding requirements, and classified material control
  • Experience preparing for and successfully supporting DCSA Security Vulnerability Assessments (SVAs)
  • Insider Threat Program administration experience

Regulatory & Systems Expertise

  • Expert-level familiarity with NISPOM (32 CFR Part 117)
  • Proficiency in:
    • NISS
    • DISS
    • NBIS
  • Experience managing DD254 review and security requirement flow-down

PREFERRED QUALIFICATIONS / SKILLS

  • Bachelors Degree
  • Standing up a company from Unclassified to Secret FCL
  • Managing FCL transitions during corporate restructuring or acquisition
  • Supporting classified contract execution in DoD, space, or national security environments
  • Experience aligning FCL approvals with contract award timelines

RESPONSIBILITIES

The candidate must possess extensive, hands-on experience with industry Facility Clearance (FCL) approvals at the Secret level, including direct coordination with government sponsors and DCSA. This individual will serve as the subject matter expert for FCL establishment, maintenance, and compliance execution.

FCL Establishment & Acceleration

  • Lead end-to-end establishment of Secret-level Facility Clearance (FCL), including sponsorship coordination, NISS submission, and DCSA engagement.
  • Develop and execute an FCL acceleration strategy aligned to contract award and classified performance start dates.
  • Identify and mitigate risks that could delay FCL approval (FOCI, KMP eligibility, documentation gaps).

Government & DCSA Engagement

  • Serve as primary liaison with DCSA Industrial Security Representatives (ISRs).
  • Engage directly with government sponsors to initiate, justify, and expedite FCL sponsorship.
  • Prepare executive-level briefings on FCL status, risks, and mitigation plans.

Classified Program Readiness

  • Establish and implement security infrastructure required to execute classified contracts, including:
    • Closed areas and physical security controls
    • Classified material control systems
    • COMSEC coordination (if applicable)
  • Ensure DD254 security requirements are properly interpreted and flowed down to program execution teams.
  • Align security posture with contract scope, classification guidance, and safeguarding requirements.

Personnel Security & Insider Threat Oversight

  • Oversee Key Management Personnel (KMP) clearance processing and exclusion documentation.
  • Ensure timely onboarding and indoctrination of cleared personnel.
  • Lead Insider Threat Program implementation and reporting requirements.
  • Maintain full compliance with personnel security lifecycle processes (DISS, NBIS, visit certifications).

Compliance & Risk Management

  • Ensure full compliance with NISPOM (32 CFR Part 117) and related federal regulations.
  • Prepare for and lead DCSA Security Vulnerability Assessments (SVAs).
  • Develop corrective action plans and ensure timely closure of findings.
  • Conduct internal self-inspections and vulnerability assessments.

Corporate Security Integration

  • Advise executive leadership on industrial security risk posture.
  • Support mergers, acquisitions, restructuring, or facility expansion activities affecting FCL status.
  • Coordinate security requirements with contracts, HR, IT, facilities, and legal teams.
  • Support classified subcontractor flow-down and security requirement management.

Process Development & Program Optimization

  • Develop standard operating procedures (SOPs) for industrial security operations.
  • Implement scalable security processes to support future growth in Huntsville and other classified programs.
  • Mentor junior security personnel and build long-term security capability within the organization.
