About the Role

We are seeking an IT Senior Business Analyst to improve CIOO delivery of IT services by streamlining enterprise workflows end to end (requirements intake through project closeout) and aligning performance, and budget processes. The role partners with stakeholders and development teams using appropriate SDLC methods (Agile/Scrum/Kanban or traditional) to implement improvements, automation, and support ServiceNow capabilities (including SPM/PPM) for portfolio planning, demand intake, project tracking, and reporting. The position also leads workshops and briefs senior leadership to drive adoption and decision-making.

Position Duties:

  • Improve enterprise project management workflows (e.g., ServiceNow) by eliciting requirements with stakeholders and partnering with development teams through implementation.
  • Evaluate the effectiveness, efficiency, and consistency of the way that CIOO delivers IT services for the FDIC. Identify bottlenecks, redundancies, and opportunities for improvement.
  • Identify opportunities to streamline processes, leveraging best practices, and aligning efforts across the CIOO organization.
  • Develop recommendations for process improvements, including potential for automation, technology integration, and policy changes.
  • Create detailed documentation of the optimized processes, including standard operating procedures (SOP's) and training materials.
  • Facilitate the implementation of recommended improvements, providing training and support to CIOO resources.
  • Establish metrics and a framework for monitoring the process performance.
  • Support the development of key deliverables such as Process flow diagrams, process maps, SOPs, Implementation plans, future-state analysis, current-state analysis, and Stakeholder Briefs.
  • Set strategic direction for enterprise process improvement, performance, and budget functions.
  • Apply SDLC methods (Agile/Scrum/Kanban and traditional) to workflow design and delivery.
  • Lead workshops and brief senior executives; produce clear SOPs, guidance, and training documentation.
  • Experience implementing IT Policy initiatives and aligning IT Policy to government frameworks.
Requirements

Required Skillset:

  • 10+ years of experience in IT Service Management, IT operations, or enterprise process improvemen

Education:

  • Master's degree in Information Technology, Information Systems, Business Administration, or a related field

Preferred Qualifications:

  • ITIL Certification
  • Experience supporting federal government programs
  • Experience working with enterprise service management platforms
  • Experience developing process training or organizational change documentation

Clearance Requirement:

  • Must be a US Citizen
  • Ability to obtain public trust clearance.
