Associate, Clinical Measurement and Informatics

The Associate, Clinical Quality Measurement and Informatics is a unique opportunity to work with national experts in cardiovascular care to develop clinical data sets, data elements, maintain clinical terminology standards, translate clinical terminology into recognized technical standards, and support quality/performance measure development and reporting to National Cardiovascular Data Registry (NCDR) participants for the American College of Cardiology (ACC).

This position is based in Washington, DC where we have a hybrid work environment (roughly 40% of the time in the office).

Major Duties and Responsibilities:

  • Serve as subject matter expert and point of contact for clinical registry datasets, clinical terminology and healthcare informatics, ensuring standardization across all NCDR registry products.

  • Responsible for maintaining clinical terminology standards as well as translating clinical terminology into recognized technical standards, including:

    • Standards for encoding diagnostic and procedure information, including ICD-9, ICD-10, SNOMED-CT and CPT-4

    • Standards for encoding laboratory results, such as LOINC

    • Standards for encoding healthcare administrative data, such as EDIFACT specifications for ASC X.12, HL7 ADT messages, and FHIR, as needed

    • Standards for health specialties (e.g., RxNorm for prescribing, and other workflows)

    • Standards for clinical trials and research (e.g., CDISC)

  • Lead the development, maintenance, and implementation of hospital and ambulatory patient registries for NCDR, including:

    • Identifying target data elements, definitions, and data quality submission criteria and thresholds, aligned with national standards and in partnership with internal informatics experts.

    • Developing or updating data collection forms that are aligned with clinical workflow and minimize data collection burden.

    • Advising on the translation of data collection forms into data capture tools by IT, including supporting incorporation of voice of the customer and applying human-centered design principles.

  • Standardize, update, and monitor ACC's Clinical Data Dictionary to ensure consistent, accurate terminology, definitions, and coding across all NCDR registries.

  • Support the development, maintenance, and reporting of quality/performance measures and other complex quality indicators to NCDR participants, including:

    • Providing measurement expertise for a wide range of quality metrics, including but not limited to risk-adjusted outcome, appropriate use criteria, processes of care, and quality composite measures.

    • Working with NCDR's academic analytic center partners to develop models for risk-adjusted or complex measures, or other calculation algorithms.

    • Advising on the translation of measures into visual and quantitative displays, including benchmark groupings, by IT, including supporting incorporation of voice of the customer applying human-centered design principles.

    • Analyzing quality measures for healthcare and translating into recognizable electronic specification formats.

  • Convene and collaborate with work groups of clinical and methodologic experts, and volunteer NCDR leadership, to ensure clinical sensibility during strategic planning and decision making for projects.

  • Serve as staff liaison and/or content expert to internal committees and advisory work groups, including presenting measure and dataset work at committee meetings, seminars, and national conferences.

  • Manage multiple projects simultaneously and independently while demonstrating a high degree of productivity and adherence to deadlines.

  • Provide technical consultative guidance to internal teams to manage customer relations and address issues related to clinical datasets or measures.

  • Lead or support tasks related to government or private contracts, dependent on need and funding.

  • Other responsibilities and duties, as needed.

Required Qualifications:

  • Bachelor's degree preferably in public health, informatics, or related field.

  • 5 + years of related work experience in performance measurement, quality improvement, clinical decision support, and/or medical informatics (at least 2 years must be directly related to informatics) with technical understanding of specification development and implementation of performance measures.

  • Strong understanding of clinical terminology, informatics, evidence-based medicine, performance measurement, FHIR standards, electronic clinical quality measures or digital quality measures.

  • Experience with standard health-related terminologies, e.g., SNOMED, ICD, CPT, LOINC, RxNorm, etc.

  • Strong organizational and project management skills with the ability to organize multiple tasks and set priorities under strict deadlines.

  • Demonstrated excellent oral and written communication skills.

  • Ability to initiate and manage complex projects and to work independently.

  • Ability to oversee and manage complex relationships.

  • Ability work well in a team environment and to lead matrix project teams with physicians, executives, contractors, consultants, and other staff.

  • Proficient with Windows-based Microsoft Office Suite.

Desired Qualifications:

  • Master's degree in public health, informatics, or related field preferred.

  • Clinical experience or knowledge of cardiovascular medicine.

  • Experience in outcome research or quality improvement processes.

  • Public speaking and presentation skills.

  • Familiarity with Agile development methods (scrum, kanban, etc.) and technical support platforms.

  • Experience with industry informatics groups (AMIA, HL7, KIMSS)

Our salary ranges differ based on the cost of labor in the local market where the job will be performed. For this role in Washington, DC (and other high-cost of labor markets if applicable, including California, Colorado, Illinois, Maryland, New York, Washington) the base salary range is: $110,000 - $115,000. The salary ranges for other locations in the US will vary based on the local labor market; ACC's Recruitment Team will be able to provide more information to candidates during initial discussions.
