Job Title: Senior Manager, Associate ODA Administrator

Department: Engineering

Reports to: Sr. Certification Manager, Processes and Designee

Location(s): Philadelphia, PA, USA

1. Summary of Position: (Brief description of overall responsibilities and function)

The Supplemental Type Certificate (Organization Designation Authorization (ODA) Associate Administrator is responsible and accountable and has authority to successfully oversight STC projects on behalf of the FAA as assigned by the Lead ODA Administrator, advising, and working closely with the STC Applicant team.

The candidate must meet all FAA requirements for nomination as an Associate ODA Administrator, in accordance with FAA Order 8100.15.

Experience in managing technical teams and direct interaction with the FAA is essential. Experience with both rotorcraft and fixed-wing aircraft is preferred.

Under the Lead ODA Administrator, ensure the optimum certification and engineering methods are applied to achieve regulatory compliance.

Collaborate with Engineering staff and ODA Project Engineers to review and approve project plans, compliance checklists, conformity inspection plans, substantiation lists, unit member

assignments, exemptions, issue papers, special conditions, and other necessary certification documentation.

Schedule and chair FAA board meetings in support of STC projects. Interface with the FAA for

assigned projects.

Work closely with applicant engineering to ensure applicant showing of compliance and ODA

finding of compliance for assigned STC projects.

Manage processes for critical appointments within the engineering organization, including personnel assessment and recordkeeping

Coordinate ODA Unit Member (UM) and DERs assignments, training, delegations and

guidance.

Oversee aircraft and aircraft systems design, environmental, ground and flight test programs.

Monitor new and proposed certification regulations and standards; perform gap analyses and ensure alignment with company processes. Facilitate knowledge sharing and SME training to maintain and continuously improve certification and airworthiness processes.

Represent the company in industry forums, standardization boards, and with aviation authorities.

Ensure local engineering processes comply with applicable regulations and laws, harmonized with

global company procedures; support internal and external process audits.

Maintain the ODA Procedures Manual, support internal and FAA audits, manage records, and

ensure recurring training compliance.

  1. Qualifications for Position:

A. Education

BS degree in Electrical/Mechanical/Aerospace Engineering, MS degree is preferred

B. Experience

1.

Minimum 10 years of relevant aviation or aerospace industry experience

2.

In depth knowledge of all phases of aircraft design, testing, system safety, approval, FAA certification, manufacturing, inspection, service and continued operational safety

3.

ODA Administrator experience OR

Must be able to meet the requirements contained in FAA Order 8100.15 to act as an ODA administrator, subject to approval by the ODA FAA OMT

Minimum 5 years of working experience with the FAA on part 27 and 29 projects

Minimum 3 years management experience in a technical discipline.

Competencies & Attributes

Profound knowledge of 14 CFR Part 21, 25, 27, 29 and 183 regulation and associated

policies

In depth understanding of the FAA certification processes and regulatory frameworks.

Experience and understanding of RTCA/DO-160 Environmental Conditions and Test Procedures for Airborne Equipment

4.

Strong interpersonal skills and leadership competencies; excellent written and oral communication skills including ability to report to senior management levels; ability to make decisions in the presence of ambiguity; ability to resolve conflicts in an expedient and effective manner

5.

Knowledge of the ODA requirements and the FAA Order 8100.15

Must demonstrate unquestionable integrity and compliance with regulatory and

internal / external policies, processes, and procedures

D. Licensure/Certification

Preferred FAA Designated Engineering Representative (DER) - Mechanical, or Electrical or

Structural Systems Part 25, 27 and 29
