Job Summary:

The Medical Assistant / Phlebotomist plays a vital role in supporting high-quality primary care services within an outpatient, ambulatory setting. This position focuses on prevention, health maintenance, and comprehensive, community-based, patient-centered care. The role requires strong customer service, communication, and teamwork skills, as well as the ability to multitask effectively in a fast-paced environment.

The MA/Phlebotomist performs clinical and administrative duties in accordance with established policies, procedures, protocols, and standing orders. Responsibilities are aligned with the MA Skill Checklist, reviewed during orientation and probation, and updated by the supervisor as needed.

Essential Duties and Responsibilities

Clinical Support & Patient Care




  • Prepare and maintain examination and treatment rooms, ensuring all supplies and equipment are available and function properly.





  • Perform routine equipment checks and maintenance to support clinical operations.





  • Conduct pre-visit screenings according to RCHC-approved protocols and provider orders.





  • Obtain, assess, and document patient history using appropriate tools within the electronic medical record (EMR) system.





  • Obtain vital signs and assist with examinations, procedures, and treatments within legal and professional guidelines.





  • Administer oral and parenteral (excluding IV) medications and immunizations per provider orders and Wisconsin law.





  • Perform CLIA-waived tests, electrocardiography, respiratory testing, and related diagnostic procedures.





  • Screen and follow up on test results based on provider recommendations and respond appropriately to medical emergencies.





  • Provide patients with education related to health maintenance, disease prevention, and treatment compliance.





  • Identify and connect patients with appropriate community resources to support their health needs.




Phlebotomy Responsibilities




  • Perform venipuncture and skin puncture procedures safely and compassionately.





  • Verify patient identity and ensure accurate specimen labeling and documentation.





  • Explain procedures clearly to reduce patient anxiety, including children, older adults, and individuals with special needs.





  • Properly handle, store, and prepare laboratory specimens in accordance with all regulatory requirements.





  • Maintain a clean, organized, and safe workspace while following infection control protocols.





  • Participate in community outreach events and health screenings as needed.





  • Document phlebotomy procedures and patient interactions accurately in the EHR.





  • Assist with additional clinical support such as vital signs or administrative tasks as needed (training provided).





  • Adhere to OSHA, HIPAA, and CLIA guidelines to maintain compliance and patient safety.




Qualifications - Medical Assistant and Phlebotomist

Experience:




  • Minimum of two years of experience in a clinic, physician's office, or hospital setting preferred.





  • Nursing students who have completed at least two clinical rotations may also be considered.





  • For phlebotomy functions, at least one year of phlebotomy experience in a hospital setting is preferred.





  • Experience in a community health center or public health environment is a plus.




Education & Certification:




  • Certification as a Medical Assistant is required; an Associate of Science degree and AAMA certification are preferred.





  • Active CPR certification is required.





  • Phlebotomy certification (CPT I or CPT II) is required for phlebotomy-specific duties.




Vaccination Requirement:

Racine Community Health Centers mandates that all employees be fully vaccinated against MMR (Measles, Mumps, Rubella), Varicella, and Influenza.
