Description

Salary range is $78k to $180k, with a midpoint of $129k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Provide design and management of agency data governance program and services; establishes and implements a data governance and stewardship framework for the agency; manages the quality, scope, schedule, and budget related to assigned program and project(s) and promotes the Strategic Business Services' mission. Serves as key advisor to management and staff on data governance, drives agencywide efforts to accelerate and streamline data access, modernize data management and services, and accelerate excellent use of data in decision making.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Lead agencywide data governance program and delivers a portfolio of services with a focus on improvement of data quality and availability through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools and data architecture.
  • Develops the strategic vision of the data governance program and aligns it to the data management efforts to a future enterprise information management strategy.
  • Builds and maintains a detailed audit of agency information assets held in agency systems, as well as the teams and processes that use them.
  • Develops and implements best practices for business units around the use of metadata and taxonomies.
  • Defines roles and responsibilities related to data governance and ensures clear accountability for stewardship of the agency's principal data assets.
  • Coaches the organization around best practices for data collection, transformation, quality testing and storage.
  • Leads the development and implementation of data quality standards and adoption requirements across the agency.
  • Guides and trains users through data governance concepts, explaining the benefits of data governance policies and procedures within the context of the user's needs.
  • Manages schedule and scope of data governance projects.
  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Library Science, Information Management, Business Administration, Operations Management or closely related field and five years of experience in information management, data management or data governance; OR an equivalent combination of education and experience.

Required Knowledge and Skills:



  • Data governance practices, business and technology issues related to data management.
  • Data related government regulatory requirements and emerging trends and issues.
  • Industry leading data quality and data management practices.
  • Demonstrated understanding of information management practices including information lifecycle management, data modelling, master data management and carrying out data needs assessments and requirements gathering.
  • Business processes and information technology needs, including risk and regulatory factors related to data sharing and information management.
  • Proactive management of resources, priorities; and expert at leading and coaching high-performance teams.
  • Strong strategic and system thinking, leadership, and relationship management with strong communication skills.
  • Principles and applications of critical thinking and analysis.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, online forms, templates, and databases.
  • Developing and implementing data governance programs and services.
  • Establishing and maintaining effective working relationships with cross functional teams, vendors, outside agencies, community groups, and the general public. Working cooperatively with other departments, agency officials, and outside agencies.
  • Leading cross functional teams across the agency.
  • Excellent interpersonal and communication skills (both verbal and written). Responding to inquiries and in effective oral and written communication.
  • Translates project/program requirements into project objectives and tasks, managing task assignment to project resources, and reporting on and managing project scope throughout the lifecycle.
  • Developing information strategies and information governance frameworks.
  • Strong background in partnering with technical teams.
  • Managing large, complex projects and making decisions in fast-paced environments.


Physical Demands / Work Environment:



  • Work is performed in a hybrid office environment.
