What This Job Involves: As an IDIQ Project Estimator, you will serve as the key liaison between customers and project execution teams on a large base operations support contract. You will be responsible for developing comprehensive cost estimates, coordinating procurement activities, and ensuring successful project delivery from initial scope development through final inspection. This role requires you to translate customer work orders into detailed technical requirements, manage vendor relationships, and maintain compliance with federal safety and quality standards while supporting critical facility operations.

What Your Day-to-Day Will Look Like:

  • Analyze customer work orders and develop detailed scopes of work that minimize disruption to facility operations

  • Prepare comprehensive RFQ and RFP documents outlining work nature, scope, sequence, and priority

  • Coordinate with IDIQ and Site Managers on scheduling, safety requirements, and environmental compliance

  • Conduct regular site visits to monitor construction progress, track labor costs, and ensure timely completion

  • Maintain documentation in MAXIMO work order management system for project tracking and reporting

  • Develop Activity Hazard Assessments (AHA) and validate subcontractor OSHA compliance per EM-385 Standards

  • Apply building codes and standards (ASHRAE, NEC, UBC) to ensure contract compliance

  • Respond promptly to customer technical inquiries and provide regular project status updates

  • Participate in meetings, conduct administrative duties, and address service quality concerns

  • Coordinate final inspections with quality department to maintain JBOS quality standards

Required Qualifications:

  • Technical degree from recognized 2 or 4-year educational institution OR 6 years of estimating and planning experience in industrial, commercial, or institutional construction

  • Knowledge of online RS Means estimating systems

  • Previous CMMS work order management experience

  • Valid driver's license

  • Ability to develop scopes of work and construction requirements with minimal direction

  • Strong presentation skills for delivering technical proposals to customers

  • Advanced proficiency in Microsoft Excel, Word, PowerPoint, and Visio

  • Ability to coordinate multiple project activities while maintaining quality standards

  • Strong customer relationship management and communication skills

Preferred Qualifications:

  • Previous government contracting experience

  • CQM-C Certificate

  • Experience with EM-385 Standards and federal safety protocols

  • Familiarity with federal facility operations and compliance requirements

  • Demonstrated success in customer-facing roles within construction or facility management industry
