Posting Summary
Rutgers, The State University of New Jersey is seeking a Business Manager II Spvr for the Budget Office. Under the direction of the Senior Director of Business Operations/Assistant Vice Chancellor of Business Operations, the Business Manager II Spvr will be the lead administrator for managing all aspects of business operations for the Chancellor's Office.

Among the key duties of the position are the following:

  • Provides frequent analysis and data to support decisions on personnel expenses, non-personnel purchases, budgetary actions, and operational requirements.
  • Works to ensure adherence to budget as approved by the Chancellor, acts as a resource and provides expertise for administrative staff in purchasing, human resources, payroll, accounts payable, and budget system procedures, and ensures that transactions are in compliance with university policy.
  • Develops the annual budget, quarterly forecast, and financial analysis to facilitate key operating and strategic decisions.
  • Maintains positive relationships with administrative staff within the Chancellor's office and acts as a resource for preparers within the Chancellor's Office.
  • Oversees reconciliation of all accounts in the general ledger and projects and implement corrective action to ensure transactions are accurately captured.
  • Works with central partners to ensure that Chart of Accounts, employee charging instructions, and financial reporting are aligned with organizational changes.
  • Manages the review and approval process for human resource requests and transactions that come to the Chancellor's Office for approval.
  • Performs other duties and tasks as required to provide for the smooth operational support.
  • Works collaboratively across the Chancellor's Office and RU-New Brunswick in delivering exceptional customer services as well as providing accurate and timely information.
  • Translates business needs and priorities into action through diligent project management and collaborative communications.

Consistent with the current application of Rutgers Policy 60.3.22, this position requires a fully on-site work arrangement and may be eligible for a compressed workweek or a flex workday schedule.
The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2023. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Qualifications






Minimum Education and Experience

  • Bachelor's degree, preferably in accounting, finance, business administration or a related field, or an equivalent combination of education and/or experience.
  • Five years of related professional experience in a finance or accounting function in a leadership or managerial role of increasing responsibility.

Required Knowledge, Skills, and Abilities

  • Demonstrated analytical skills that allow for interpretation of budgetary, financial, and related management information.
  • Excellent attention to detail with a high degree of accuracy.
  • Excellent computer skills and experience using spreadsheet, charting, and other software tools, such as Microsoft Word, Excel, PowerPoint.
  • Must be an expert in the use of pivot tables and other advanced spreadsheet tasks.
  • Strong writing skills sufficient to draft professional reports and correspondence that is clear and concise.
  • Ability to exercise good judgment and discretion, especially with regards to sensitive or confidential financial or organizational matters and respond flexibly and positively in all circumstances, and to work calmly under pressure.

  • Ability and desire to work cooperatively with people from all levels in the University.

Preferred Qualifications

  • Master's degree or Certified Public Accountant.
  • 5+ years' experience in a university environment.
  • Knowledge of Rutgers University budget and accounting procedures are strongly.
  • Experience using software such as EPBCS Financial Management, Oracle General Ledger, Tableau, Oracle Cloud, PeopleSoft HCM, RAPPS, or similar systems.
