Job Summary

The Program Director leads workforce development programs and student services within the Community Development division, overseeing staff across multiple locations. This role drives the division's marketing and outreach strategies, creating materials to raise community awareness and engage prospective students. The Director guides college and career navigation activities, including student recruitment, enrollment, and transition into college-level academic and occupational programs. The Program Director supervises, trains, and supports staff to boost student recruitment, retention, and completion. Serving as the primary liaison to the community, workforce, and District partners, including ARIZONA@WORK, Title II providers, and student services teams across the Maricopa Community Colleges, the Director builds strong internal and external collaborations. Reporting to Community Development's Associate Dean for Student Services, the Director ensures programs achieve both student success and community impact.

Essential Functions

40% - Leads the planning, development, implementation, and evaluation of assigned workforce development programs and student service areas within Community Development; Hires, trains, supervises, and evaluates staff across multiple locations in workforce and college/career navigation services; Oversees program databases, reporting, and performance metrics, including student enrollment, transition, and progress in career pathways; Develops co-enrollment processes with workforce partners to streamline services, enhance the student experience, and meet shared performance measures.

30% - Oversees workforce programming and college/career navigation alignment with institutional goals, Workforce Innovation and Opportunity Act (WIOA) requirements, and applicable policies and regulations; Researches industry trends, best practices, and emerging technologies to inform program development; Identifies and pursues funding opportunities, prepares proposals, and manages assigned grants and contracts; Oversees budgets, monitors expenditures, and prepares reports, presentations, and other deliverables. Builds and maintains relationships with internal college departments (e.g., Admissions, Advising, Financial Aid, Institutional Advancement) and external workforce partners (e.g., ARIZONA@WORK, Title II providers, Maricopa Community Colleges student services teams); Coordinates partnership agreements and initiatives.

20% - Directs division-wide marketing strategies to promote workforce programs, increase community awareness, and boost student recruitment, transition, and completion; Designs and evaluates materials to highlight career clusters, in-demand occupations, and fields of interest for adult learners; Oversees information sessions and cross-functional meetings to ensure brand consistency, compliance, and alignment with outreach needs; Serves as the central liaison for marketing, recruitment, and student success stories across internal teams.

10% - Analyzes economic and workforce trends to assess program effectiveness and recommend improvements; Represents the division in strategic collaborations to advance workforce and student success goals; Performs other related duties as assigned.

Minimum Qualifications

Master's Degree from a regionally accredited institution in education, educational leadership or related field and four years of educational program administration experience that includes two years of management and supervision.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Five (5) or more years of leadership experience in directing cross-functional teams, with a focus on staff development, student services coordination, and achieving measurable outcomes in student transition, retention, and completion.
B. Three (3) or more years of experience leading workforce development programs or initiatives, including successful collaboration with community-based organizations, educational institutions, or workforce agencies.
C. Three (3) or more years of experience managing program budgets and grants, including proposal development, fiscal oversight, and compliance with federal or state funding requirements.
D. Two (2) or more years of experience developing and implementing marketing and outreach strategies that drive program awareness, student recruitment, and community engagement, particularly for adult or nontraditional learners.

Special Working Conditions

Assigned work location is Rio Salado College Tempe: 2323 W 14th St, Tempe, AZ 85281. Travel to campus during interview/selection process will be at candidate's own expense. May require some evenings or weekends. May require prolonged periods of viewing a computer screen. May be required to lift or carry up to 25 lbs.
