Job Summary:
We are seeking a
Senior Software Quality Assurance Specialist to lead quality assurance initiatives across large-scale Independent Verification & Validation (IV&V) and testing efforts in support of Federal financial systems modernization at
Client site . The role involves driving end-to-end quality strategy, overseeing test design and execution, and ensuring system compliance, performance, and usability for mission-critical enterprise applications.
The candidate must demonstrate extensive experience in software quality engineering, SDLC governance, public sector testing practices, and enterprise integrations across tax, benefits, or financial systems.
Key Responsibilities:
- Lead the design, planning, and execution of testing strategies aligned with Federal IT modernization initiatives, specifically supporting IV&V of Ginnie Mae systems built on Oracle, PeopleSoft, and Appian.
- Develop and implement comprehensive Test Plans, Test Strategies, traceability matrices, and risk-based testing models in accordance with Agile and hybrid SDLC frameworks.
- Oversee validation and verification efforts for complex interfaces and large transactional systems (e.g., integrations with Treasury, IRS, and other financial entities).
- Provide hands-on leadership in manual and automated testing, including regression, performance, accessibility (Section 508/WCAG 2.1), and UAT support.
- Collaborate with cross-functional stakeholders, developers, and program managers to ensure defect prevention, root cause analysis (RCA), and compliance with federal QA standards.
- Leverage experience with tools such as Jira, ALM/Quality Center, Selenium, Silk Performer, and custom test automation frameworks.
- Guide internal teams and client testers through defect lifecycle management and test execution workflows for tax, benefits, and financial application domains.
- Ensure traceability from requirements to deployment with adherence to HUD, NIST, ISO, FedRAMP, and CMMI Level 3 standards.
Required Skills and Experience:
- Minimum 10+ years of progressive experience in software quality assurance, test management, and validation of large-scale enterprise systems.
- Proven track record in public sector domains such as Unemployment Insurance, Tax, Benefits, or Financial/ERP systems.
- Strong knowledge of testing protocols, interface validation, and compliance reporting (e.g., DOL, TPS, IRS standards).
- Experience working with federal agencies or state governments delivering secure, compliant software systems.
- Proficiency with SQL, test automation tools, and creating data-driven test cases aligned to regulatory business rules.
- Familiarity with Agile/Scrum, iterative testing lifecycles, and test execution across multi-vendor, multi-agency teams.
- Demonstrated leadership of distributed QA teams and proven ability to mentor and guide junior testers.
- Excellent written and verbal communication skills, particularly in preparing documentation, audit support, and client-facing reports.
Preferred Qualifications:
- ISTQB Advanced Test Manager, Scrum Master, or Six Sigma Green Belt certification.
- Prior experience with IV&V projects for federal financial systems, especially involving Appian and Oracle stack.
- Published thought leadership or white papers in software testing, especially related to public welfare or tax-benefit programs.
Education:
- Master s degree in Computer Science, Information Systems, Business Administration, or a related field.
