- Contractor personnel must possess expert knowledge of DoDI acquisition and program management principles.
- Resources shall apply advanced acquisition program management principles to both FMS and USAF programs, covering systems, subsystems, equipment, and services.
- Required capabilities include full-lifecycle program support from pre-award to post-award and sustainment.
- Must be skilled in analyzing program efficiency, effectiveness, and productivity using both qualitative and quantitative methods.
- Shall support assessments of cost, schedule, and performance baselines and recommend corrective or alternative courses of action.
- Strong written and oral communication skills are essential for producing acquisition documentation, briefings, and reports.
- Shall be able to evaluate and present acquisition strategies, lifecycle milestones, and logistics support plans.
- Required to assist in acquisition reports including DAES, MARs, and other regulatory deliverables.
- Shall support and prepare materials for Program Management Reviews (PMRs), Integrated Master Schedule (IMS), and Integrated Master Plan (IMP) reviews.
- Expected to interface with senior leadership, providing analysis and assessments of acquisition program concepts and risks.
- Will advise and coordinate efforts across diverse acquisition teams, including USAF HQ, MAJCOMs, and test agencies.
- Shall plan and execute acquisition strategy development including milestone planning and source selection support.
- Will facilitate coordination across DoD stakeholders and document decisions, actions, and programmatic risks.
- Shall establish and maintain metrics databases and risk management strategies to track program health.
- Must have proficiency with Earned Value Management (EVM) principles and tools for program tracking and reporting.
- Expected to support pre- and post-award acquisition documentation, including RFPs, SOWs, SOOs, and PWSs.
- Required to sign NDAs for source selection support and proprietary document access, ensuring confidentiality and compliance.
- Shall understand and apply contracting policies, including cost estimation, workload analysis, and acquisition compliance assessments.
- Will assist in applying Agile, EVMS, and Evolutionary Acquisition methods to manage program risk and streamline execution.
- Shall assist with documentation and integration of non-developmental and commercial off-the-shelf (COTS) systems.
- Must be familiar with Air Force acquisition systems and able to integrate cross-functional activities (engineering, logistics, test, etc.).
- Shall prepare and review milestone decision documentation including MDD, ASPs, and Milestone A/B/C activities.
- Expected to support and manage all facets of FMS case development, including LOA drafting and execution planning.
- Shall develop and track integrated schedules and Standard Operating Procedures (SOPs) for FMS requirements.
- Must input, maintain, and report LOA data using DSAMS, RMIS, and other FMS tools.
- Shall coordinate FMS-related meetings, reviews, and correspondence, acting as liaison to foreign customers and DoD entities.
- Expected to provide planning and execution support for programmatic events and strategic meetings with stakeholders.
- Will manage directorate suspense and package tracking systems, providing accurate and timely updates to senior leadership.
- Shall develop and refine portfolio metrics at the directorate level, supporting analysis with executive-quality documentation.
- Responsible for developing and maintaining internal and external communications plans, SharePoint pages, and organizational branding materials.
- Shall support compliance and readiness efforts including USAP, inspections, emergency management, and UCC activities.
- Work is performed indoors with some potential risks to safety and health hazards related to electronics.
Qualifications: Education/Certifications/Experience/Skills:
- Master's or Doctorate Degree in a related field and at least 20 years of experience in the respective
technical / professional discipline being performed, 12 years of which must be in the DoD - or Bachelor's Degree in a related field and 25 years of experience in the respective
technical/professional discipline being performed, 15 years of which must be in the DoD - or 30 years of directly related experience with proper certifications as described in the PWS labor
category performance requirements, 20 years of which must be in the DoD. - Must possess and maintain a government security clearance at the Secret Level.
- Must be proficient in the use of Microsoft Office Applications and other standard applications.
