Description

This position manages data recording, reporting, and system analytics related to the bank's commercial business, consumer retail, mortgage lending and loan servicing activities for compliance with applicable Federal Regulations and Fair Lending rules as promulgated by the FDIC and CFPB. The position is charged with creating, designing and maintaining periodic reports for frontline operations that ascribe loan production elements in designated area census tracts by demographic characteristics and personal income or small business revenue levels. Responsibilities also extend to supporting functions in the management of the Bank's community development programs, including providing direct assistance in planning support and regional outreach service activities.

ESSENTIAL FUNCTIONS

Data Management/Reporting



  • Provides and designs required periodic reports for internal compliance management, external consultants, and regulatory compliance examinations.
  • Independently manages the CRA/HMDA database system platforms and the annual submission of the CRA/HMDA Loan Application Registers.
  • Provides oversight of the pre-documentation approval process for HMDA reportable transactions in Commercial Banking.
  • Provides primary support for Fair Lending statistical analysis, automated testing systems and processes.
  • Prepares compliance related training and procedural documentation as necessitated by regulatory changes or updates.
  • Provides critical support to Compliance Management and within the Fair Lending Team regarding risk assessment processes, program planning and oversight functions of cross-discipline and related department Working Groups.
  • Supervises data assembly and validation for the Bank's CRA self-examination.
  • Responsible for developing report systems controls.
  • Conducts periodic internal assessments of the accuracy and data reliability of the established controls.


Systems



  • Maintains critical reporting databases and assures file retention is aligned with regulation requirements for CRA, HMDA and ECOA.
  • Serves as the CRA/HMDA/Fair Lending software SME assisting in the training of frontline support personnel as required.
  • Assists in evaluating, testing, and implementing new Compliance data / information / reporting systems and applications.
  • Acts in the capacity of the Fair Banking group's liaison to the Bank's Information Technology Department to ensure appropriate support of automated Compliance systems and vendor licensed applications.
  • Coordinates the review of current Compliance applications and software to determine the adequacy of current procedures, areas requiring changes, and propose resolutions to possible impairments to needed system updates or changes.
  • Evaluates and recommends modifications and/or additions to existing systems to enhance overall company benefit and proficiency of the installed compliance applications.
  • Maintains up-to-date informational references on new software and related automated technology in order to make knowledgeable recommendations on equipment purchases and new system developments.


Compliance



  • Research specific lending risks identified by the Fair Lending Compliance Officer to test the Bank's internal controls.
  • Supports the implementation of designated projects with frontline personnel to include identification of regulatory requirements, communication, on-going structured support, edits, reviews, etc.
  • Supports frontline community development activities and programs with technical assistance regarding assessing CDL qualifications and reporting requirements.
  • Assists external reviewers, regulators, auditors, and other examiners during routine examinations of the Bank and as assigned.
  • Perform complex compliance and risk management assignments and duties as required.


RELATED FUNCTIONS



  • Initiates special projects, as needed with approval of Department or Team Leadership.
  • Assists in providing selected online and in-person training to business unit personnel as requested or warranted by performance.
  • Recommends methods to improve monitoring techniques, emphasizing efficient and creative use of bank resources.
  • Represents the Compliance Department through engagement with bank personnel in various departments as well as in meetings with the organizations sited as prospective community development program partners or clients.
  • Obtains and maintains professional certification and expertise through attendance at meetings of professional organizations, conferences, seminars, etc.
  • Maintains knowledge of customer, industry, and other best practices and apply this knowledge to compliance projects.
  • Promotes and supports a team-oriented environment among the compliance staff and throughout the Department.
  • Performs related compliance and risk management duties as required or assigned.
  • Regular, reliable attendance is required.


KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED



  • Bachelor's degree in Finance, Accounting, Business or related field, or equivalent experience preferred
  • High degree of PC based technical skills, including proficiency with the Microsoft Suite of products and expert knowledge of Excel, PowerPoint and Word.
  • Outstanding technical skills, including the ability to analyze and develop complicated reports; outstanding report-writing skills with experience with RATA Comply and Kadince Systems a plus.
  • Ability to effectively apply appropriate Compliance technologies in a business setting.
  • Strong analytical skills, ability to review and present complex data in an organized, logical format.
  • Excellent organizational skills; ability to work on multiple projects simultaneously, quickly adapt to changing tasks and workload, and deliver quality work product.
  • Strong attention to detail with high levels of accuracy as needed to deliver a quality product.
  • Strong written and verbal communication skills, including the interpersonal ability to deal tactfully and effectively with diverse groups of people.
  • Able to work cooperatively and maintain effective working relationships with bank staff and external parties.


COMPENSATION:

Seattle/ Bellevue - $104,729 - $157,093

Portland - $93,508 - $140,262

Spokane - $74,806 - $112,209

The compensation range represents the low and high end of the base compensation range for this position. Actual compensation will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. This position is eligible to participate in an applicable annual bonus plan.
