LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF LABOR & WORKFORCE DEVELOPMENT, WORKFORCE SERVICES DIVISION, SUMNER COUNTY Working Job Title is Outreach Specialist-Migrant Seasonal Farm Worker Qualifications Education and Experience: Graduation from an accredited college or university with a bachelor's degree in Human Services, Social Work, Business Administration, or a related field; or equivalent work experience and at least three years of experience in a role involving training, creating training materials, job shadowing, and developing policies. Substitution of Experience for Education: Experience in a customer service-related field such as social service, community development, or retail customer service may be substituted on a year for year basis. These related fields provide valuable experience needed to effectively engage with clients, support workforce development initiatives, and enhance service delivery. Necessary Special Qualifications: Possession of a valid motor vehicle driver's license. Overview Under general supervision, is responsible for professional work performing cross-functional divisional training and technical support to implement multiple Workforce Service programs that require coordination with multiple internal and external partners and supervisory work of average difficulty to ensure compliance, improve program effectiveness, facilitate communication, and provide necessary support to customers and partner organizations for both Title I and Wagner-Peyser programs. This class differs from the Emp Program Specialist 3 class in that an incumbent of the latter is responsible for professional planning and implementation on multiple Workforce Services Program. Responsibilities 1. Provide educational resources and training sessions for both merit and partner staff, available program opportunities, and best practices based on state and federal guidelines. Develop and update comprehensive materials to ensure that all staff are informed about programmatic guidelines, compliance requirements, and operational procedures. 2. Plan, organize, and prioritize work tasks to effectively manage daily responsibilities and the necessary steps to achieve program objectives while adhering to deadlines, efficiently managing time and resources. 3. Assess and analyze information to ensure adherence to established standards and program-specific guidance. Conduct thorough reviews of practices and processes to guarantee compliance with federal regulations, organizational policies, and departmental procedures and identify areas of non-compliance and implement corrective actions. 4. Collaborate with stakeholders to develop objectives and strategic plans that align with program goals. Design and implement strategies that enhance program effectiveness and operational efficiency. 5. Facilitate ongoing communication with partner programs, external staff, and vendors to ensure streamlined processes. Coordinated efforts to promote synergy among stakeholders and share relevant information across networks. 6. Maintain accurate and thorough records in line with programmatic guidance concerning data entry and reporting requirements and ensure timely documentation of program activities and outcomes to support data integrity. 7. Serve as a primary point of contact for individuals enrolled programs, providing direct support and case management services. Assist clients in navigating program resources and opportunities, ensuring they have access to the services they need. 8. Actively share information about program opportunities with both internal teams and external partners across all assigned counties and foster relationships with community stakeholders to enhance program visibility and outreach efforts. 9.
