Dewberry is seeking a Part-Time Senior Environmental Program Analyst in Parsippany, NJ. This position requires 20+ years of specialized experience in HUD's Community Based Disaster Recovery grant programs, and in the interpretation and application of State and federal environmental laws.The successful candidate will be recognized nationally for excellence in NEPA compliance, disaster recovery, cross-agency coordination and tiered environmental assessments and environmental impact statements. The position requires an individual with proven ability to provide strategic direction to a disaster recovery environmental review program, and successfully guide teams through the process of establishing an environmentally compliant environmental review program and NEPA and HUD compliant environmental reviews. Additionaly, demonstrated experience with Community Development Block Grants-Disaster Recovery (CDBG-DR), programs and compliance with National Environmental Policy Act (NEPA) and HUD's environmental regulations at 24 CFR *51, *55 and *58 ("HUD regulations") is a must.

Responsibilities

    Provide monitoring, oversight and technical assistance to teams engaged in the preparation of the Draft and Final Environmental Impact Statements (EIS), tiered and non-tiered environmental assessments, and categorical exclusions.
  • Conduct subject matter reviews on 24 CFR Part 55 (compliance with Executive Orders 11988, Floodplain Management, Federal Flood Risk Standards (EO13690) and EO11990 Protection of Wetlands), Section 7 of the Endangered Species Act and Section 106 of the National Historic Preservation, tiered environmental reviews, EIS's and environmental assessments.
  • Coordinate and participate as requested in consultations with FEMA, USFWS, NOAA, FHWA, State Historic Preservation offices, and other federal agencies to encourage the development of programmatic agreements and/or joint agency reviews to streamline CDBG-DR environmental reviews
  • Plan and implement training programs on NEPA, 24 C.F.R. Part 58 and 55 to teams performing environmental reviews.
  • Develop consultation protocols to expedite environmental reviews while maintaining compliance with the federal Section 106 of the National Historic Preservation Act.
  • Lead meetings with permitting applicants and cross-discipline interests to discuss project goals and identify issues, required permits and resolutions to gain consensus.
  • Facilitate issuance of permits as required.
  • Negotiate compensatory and design mitigation to avoid or minimize project impacts.
  • Perform various other levels of administrative work including fiscal processing, reporting and other assignments.


Required Skills & Required Experience

  • BA Degree in Business Administration is required
  • Minimum 20 years of experience in HUD's Community-Based Disaster Recovery grant programs, and in the interpretation and application of State and federal environmental laws.
  • Coursework and experience with:
    • ASTM Phase 1
    • ASTM Vapor Encroachment Screening
    • Environmental Laws and regulations, including knowledge of recent CEQ guidance and an understanding of the impacts of Presidential EO on the environmental analysis projects under CDBG-DR and FEMA FIRMS Training a plus.

Salary Range

The projected hourly rate for this position is $63.32 - $71.23. Depending upon other factors, i.e., skills, experience, location, market conditions, the range may vary slightly. These ranges are for NJ only.
