Primary Purpose of Organizational Unit |
The mission of the School of Social Work is to advance equity, transform systems, improve lives. The School's curriculum supports the mission and recognizes the uniqueness of the region served, including concerns for disadvantaged, vulnerable, and oppressed individuals, families and communities. Classes provide rigorous and evidence-based content, and give students the opportunity to explore theory, learn intervention skills and engage in challenging dialogue with colleagues. ' Spearheaded by UNC Chapel Hill, the North Carolina Social Work Coalition on Workforce Development (Coalition) is creating the Public Service Leadership Program, a five-year project funded by the NC Department of Health and Human Services and private philanthropic support. The five-year project has a total budget of over $12 million with the opportunity for additional funding for loan forgiveness for students who commit to service in the public sector. The Coalition consists of 25 colleges and universities across North Carolina that offer undergraduate and/or graduate social work programs, and these institutions, through the PSLP, aim to build a pipeline of applicants into NC social work programs to strengthen our state's social work workforce and meet the demand for social workers in North Carolina Critical service domains include child and family services; mental and behavioral health; health, aging and caregiving; intellectual and developmental disabilities; and service to justice system involved individuals. |
Position Summary |
The School of Social Work (SSW) at the University of North Carolina at Chapel Hill invites applications for a position as Workforce Certificate Program Coordinator to support an exciting new initiative, 'the NC Public Service Leadership Program (PSLP).' The Workforce Certificate Program Coordinator (WCPC) will work directly with the Assistant Dean of Workforce Development and within the School of Social Work Office of Community Engagement and Outreach to spearhead the design and implementation of comprehensive certificate programs for pre-service and in-service social work practitioners and students both the secondary, post-secondary/undergraduate and graduate levels. This leadership role encompasses developing innovative curricula focused on public sector service and engagement with underserved populations within the social work workforce.
This initiative plans to develop and offer a statewide, three-tiered public sector service delivery certificate. The purpose of the certification is to spark interest in pursuing public sector career opportunities and, for those already engaged in the social work workforce, to add a credential to enable career advancement and acquisition and competency of advanced skills. The Public Sector Service Delivery Certification will comprise of three tiers, targeting three distinct segments of the workforce: 1) pre-college and undergraduates; 2) graduate students; and 3) post-graduates or advanced practitioners. Each tier will encompass a core set of common elements: a degree and/or curriculum enhancement to leverage foundational instruction; a tuition-free credential, with curriculum development and instructional costs incurred and covered through the initiative; emphasis on direct service; content focused on North Carolina's critical service delivery areas; a virtual delivery model to enhance accessibility; and a co-instruction model of university faculty, agency professionals, and individuals with lived experiences. Working collaboratively with university partners and key stakeholders, this position oversees the planning, implementation, and administration of the PSLP certificate programs. Responsibilities will include assessing needs for interest, career preparation, and sustained skills; developing courses, training, and curricula; ensuring that these programs specifically address the needs of the target populations and workforce challenges of the State of North Carolina; employing introductory conduct and focuses on the critical service areas; highlighting content pertaining to rural service delivery and the needs of special populations; and providing the knowledge, skills, and competencies that the workforce needs at each point of the service continuum. This position will be expected to prepare curriculum at various points of learning for potential social workers, current students, and skilled practitioners and will generate content and curricula that ranges from exploratory content to specialized tracks of service needs, micro and macro content, and service delivery models to licensure prep content with specialized focus on intersectional conditions, such as mental health, substance use, and intellectual and developmental disabilities. |
Minimum Education and Experience Requirements |
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity or comparable background in independent academic or instructional activities, will accept a relevant Bachelor's degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. This experience may be related to the direction/oversight of programs that focus the academic and research resources of a higher education institution towards community or regional issues. |
Required Qualifications, Competencies, and Experience |
*Experience in curriculum development and/or workforce development for behavioral health disciplines
*Demonstrated knowledge of social work practice, particularly in public sector service delivery areas
*Proficiency in online learning platforms and digital tools for virtual program delivery
*Strong organizational, communication, collaboration, and project management skills
*Prior experience in curriculum development and instruction at post-secondary institutions
*Experience in evaluation of curriculum and learning goals within a continuous improvement framework |
Preferred Qualifications, Competencies, and Experience |
*Doctoral degree in social work, social welfare, instruction, education, public health, social science, or other closely related discipline
*Licensed Clinical Social Worker (LCSW)
*Experience working with rural and underserved populations
*Ability to work collaboratively with academic institutions, government agencies, and community organizations
*Familiarity with North Carolina's social service systems and public sector workforce needs
*Experience designing or managing certificate programs or non-degree educational credentials
*Knowledge of instructional design principles and adult learning theories
*Demonstrated commitment to cultural competence and inclusive educational practices.
*Experience working in a university or higher education setting.
*Familiarity with current trends and challenges in workforce development and social work education |
