DESCRIPTION OF WORK

The Pennsylvania Treasury Department is an independent agency led by the elected State Treasurer and is one of the largest state treasuries in the country, serving as custodian of more than $150 billion. Treasury plays a critical role in state government operations, acting as the custodian, investor, and disburser of funds for nearly all state agencies. Treasury also offers a wide range of programs and services to Pennsylvania families, including the PA 529 College and Career Savings Program, the PA ABLE Savings Program for people with disabilities, and our work to return more than $4 billion of Unclaimed Property to its rightful owners. As the Community Engagement Manager, you will direct engagement and program promotion within the Latino community throughout Pennsylvania. You will be responsible for facilitating strategy development for targeted community engagement while serving as a technical expert and liaison to the Latino community for designated consumer programs such as PA 529, PA ABLE, Keystone Scholars, and Unclaimed Property. Key responsibilities will include:

  • Analyzing county data and other resources to identify and engage Latino-owned businesses and non-profits
  • Promoting consumer programs through relationship development, meetings, events, conferences, consultations, personal outreach, and speaking engagements
  • Creating strategic and operational outreach plans and developing outreach methods for other targeted or underrepresented communities
  • Using appropriate translation methods to adapt program collateral and messaging to the Latino community's needs
  • Assisting at events and presentations as a translator for Spanish-speaking audiences when necessary

Please note, this position is home headquartered but requires regular weekly travel throughout the Commonwealth and meetings in Harrisburg.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
    • Evening and weekend hours are required for events and regular daily travel throughout the Commonwealth to assist with events.
  • Telework: This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Bachelor's Degree and a minimum of three years of experience in outreach, partnership building and/or relationship management; or
  • An equivalent combination of experience and training

Special Requirements:

  • This position requires a valid Pennsylvania driver's license and use of a personal vehicle in good working order.
  • This position requires the ability to travel extensively in Pennsylvania.
  • This position requires bilingual fluency in English and Spanish, both written and verbal.
  • This position requires lifting and transporting materials weighing up to 50lbs.
  • This position requires the ability to assemble exhibit booth requiring finger dexterity, lifting, and bending.
  • This position requires the ability to spend at least one hour standing without a rest or break.

Additional Requirements:

  • You must have experience utilizing Microsoft applications such as Word, Excel, and Outlook, web-based utilities or have the ability to learn relevant software.
  • You must have experience in outreach, partnership building, and/or relationship management.
  • You must have experience and be comfortable with public speaking and presenting to diverse audiences.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience effectively utilizing sales tracking software and a customer management system for systematic follow-up
  • Experience working with financial and/or investment products and/or services
