POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Solutions, LLC is excited to offer an incredible opportunity providing expert acquisition support to the 4 STS Project Management Flight and respective 4 STS sustainment team at Peterson Space Force Base. We are seeking a detail-oriented Acquisition Strategy and Program Management Specialist to join our team. The successful candidate will develop and refine acquisition strategies, conduct market research, provide documentation and procurement support, manage contracts, and assist with program management and execution. This role is crucial in ensuring efficient acquisition processes and successful program execution. This position is integral to the success of our acquisition and program management efforts, ensuring effective strategies and execution to deliver capabilities to the warfighter. The Acquisition Management Support position will:

Acquisition Strategy Planning



  • Develop and refine acquisition strategies, considering innovative contract approaches
  • Conduct acquisition and procurement forecasting and planning activities
  • Research acquisition policies, approval authorities and procedures and contribute to organizational planning


Market Research and requirements Gathering



  • Conduct market research activities, including drafting Requests for Information (RFIs), Request for Quotes, Sources Sought Synopsis and analyzing responses.
  • Drafting Market Research reports and Statement of Capability evaluation criteria
  • Gather and document program requirements.



Documentation & Procurement Support:



  • Develop acquisition plans and provide input to government cost estimates.
  • Draft procurement/acquisition documentation, including Statements of Work (SOWs), Performance Work Statements (PWSs), Procurement Requests (PRs), justifications & approvals, and determinations & findings.
  • Provide technical evaluation writing, editing, and quality assurance support for all aspects of the acquisition process.



Contract Management & Process Improvement:



  • Develop and implement contract management solutions, including configuration control and database management.
  • Analyze best practices and lessons learned to improve acquisition efficiencies.
  • Develop and build out streamlined acquisition business processes.
  • Establish and develop acquisition templates for all types of contract support activity.



Program Management Support:



  • Assist in developing program management, budget, and requirements management processes, including training, documentation, and templates.
  • Assist government employees with building documentation packages, reports, and filing of documentation.
  • Facilitate implementation of processes by scheduling meetings and briefings, taking accurate meeting minutes, and ensuring POCs are notified of taskers.
  • Assist with Program Implementation Planning, execution board meetings, and strategic execution plan processes.



Document Review & Executive-Level Perspective:



  • Review acquisition documents (e.g., Acquisition Decision Memorandums, Life Cycle Sustainment Plans, Acquisition Strategies, Acquisition Program Baselines, Risk Management Plans, Program Management Reviews, Milestone Decision Briefs) and provide executive-level feedback for consistency and accuracy.



Program Execution Support:



  • Provide program-level acquisition support to the Program Manager and Integrated Product Team leads by helping guide successful program execution to maintain the acquisition battle rhythm and deliver warfighter capability.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Requirements:




  • Education: Bachelors degree or equivalent experience.
  • Must have the ability to get and maintain a Secret level Clearance.
  • Proficiency in Microsoft Office Suite
  • Strong organizational and time management skills


Preferred:

Knowledge of DoD acquisitions Policies (DoDI 5000.02 and 5000.75), Air Force acquisition policies and procedures, Federal Acquisition Regulations (FAR), and demonstrated experience in acquisition support to include Government acquisition processes, documentation and best practices. This position requires strong analytical and problem-solving skills, as well as excellent written and oral communication skills.
