Position Overview:

The Senior Regulatory Compliance Analyst is responsible for managing and supporting a wide range of federal, state, and local regulatory reporting and compliance activities for all Astound operating entities. This role ensures timely, accurate, and complete submission of required fillings, supports internal teams with regulatory licenses, reports, and data. The Sr Regulatory Compliance Analyst also serves as a resource for regulatory research and assists in the company's compliance with telecommunications laws and standards.

A Day in the Life of the Senior Regulatory Compliance Analyst:



  • Prepare and file annual reports with the federal, state, and local regulatory entities.
  • Coordinate with departments such as Accounting to ensure revenue and other reported data meet applicable standards and is reported in a timely and correct manner.
  • File Federal Communications Commission ("FCC") Broadband Data Collection reports, Forms 481, Cable Price Survey, and Urban Rate Survey in coordination with IT and outside vendors.
  • Submit required reports to state commissions and address any other federal or state government agency reporting obligations.
  • Assist with updating the FCC Commission on Accreditation of Law Enforcement Agencies Manual if necessary.
  • File timely reports for network outages, including details such as duration and customer impact.
  • Manage and maintain microwave licenses held by Astound operating entities, coordinating with operations as necessary.
  • Assist regional operations departments with regulatory related tasks such as customer notices, rate updates, and disconnect procedures.
  • Research and respond to data requests from the FCC and state commissions.
  • Annually update the list of current rates for customer deposits and distribute to Billing and Collections Departments.
  • Modify and file interstate, intrastate, and switched tariffs based on inputs from Marketing, Network Cost, and Billing teams.
  • Assist with gathering regulatory documents along with updates for any proposed company expansion.
  • Handle FCC and State Universal Service Fund and Telecom Relay Service payments, FCC Regulatory Fees and North American Numbering Plan bills.
  • Research and support inquiries related to franchise agreements, permits, and right-of-way licenses.
  • Track and renew agreements and maintain both hard copy and electronic records.
  • Research and respond to compliance issues including customer suspension regulations, late fees, discontinuance of service, etc. requested by the Customer Care Department, Billing & Collections, Finance, and Legal group.
  • Provide research to internal departments pertaining to network interconnection agreements with other carriers (i.e. Incumbent Local Exchange Carrier, Competitive Local Exchange Carrier, etc.)
  • Maintain and update FCC Public Inspection Files for all markets.
  • Other duties as assigned.



What You Bring to the Table:



  • 3+ years of experience interacting with and handling reporting to governmental entities.
  • Prior experience managing compliance projects and supporting audits requests from regulatory agencies.
  • Detail oriented and able to work independently.
  • Good written and verbal communications skills.
  • Strong organizational skills and the ability to prioritize.
  • Basic technical skills to address operational inquiries.
  • Ability to adeptly locate, review, interpret and apply statutes, codes, and regulatory rules & orders.
  • Proficient in the utilization of all the Microsoft Office Suite programs, including, but not limited to MS Word, PowerPoint, Outlook and Excel.



Education:



  • Bachelor's degree in Business, Law, or a related field is preferred.

Base Compensation: The base salary range for this position is $90,000 - $105,000 (annually), plus opportunities for bonus and benefits. The base pay range represents the low and high end of the hiring range for this job. Actual pay will vary and may be above or below the range based on various factors including but not limited to relevant skills, experience, and capabilities.
