About the Position As a Civil Engineer, specializing in right-of-way use, you will perform various professional civil engineering activities related to evaluating the impacts of proposed projects related to Flood Control District property, right-of-way, and structures. These projects include utilities construction, drainage and stormwater bridges and roadways, channels and box culverts, recreational trails and parks, and temporary use or events. Additionally, this role supports the plan review, permit issuance, and project coordination of different types of uses of District property. About Us Flood Control? In a desert? Absolutely! We Require
Bachelor's degree in Civil Engineering, River Mechanics Engineering, Hydraulic Engineering, Water Resources Engineering, Sedimentation Engineering, Hydrology, Fluid Mechanics, Construction Management, or a related field Two years of work experience as a river mechanics engineer, hydrologic engineer, hydraulic engineer, drainage design engineer, water resources engineer, sedimentation engineer, or general civil engineer with a strong background in hydrology, hydraulics, and river mechanics Registered as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or by the technical board of another state with the ability to obtain Arizona registration within six months of employment

Job Contributions
Review, approve, and draft permits for proposed projects that impact Flood Control right-of-ways. Recommend or issue No Objection Letters for projects that do not impact Flood Control right-of-ways. Participate in and provide recommendations to preapplication meetings, project proposals, and comment resolution meetings. Support floodplain use permitting as required Research and complete information; plan, and document requests for projects and Public Records Requests Represent the Flood Control Districts in various meetings with other governmental agencies, the public, and respond to internal and external requests, and provide technical recommendations/assistance Establish clear and accurate technical guidance regarding flood control right-of-way requirements for consultants, applicants, other partner agencies, and the public, and ensure compliance with the requirements Coordinate with other branches, communities, and government agencies; represent the Right-of-Way Use Permitting Branch at meetings with those organizations and the public; and respond to information requests by examining, investigating, and editing documents and reports Establish and maintain cooperative working relationships with co-workers, the public, governmental agencies, and permit stakeholder groups Perform in-house general civil and Right-of-Way Use reviews and recommendations for projects partnered with other agencies Other job duties as assigned
