General Function:

The Liquidity Risk Manager in Treasury leads the development of highly complex liquidity risk analysis and the development and execution of strategic initiatives. This role is detail-oriented and is accountable for the performance and results of the Liquidity Risk Team within Treasury. This role is responsible for providing technical guidance to employees, colleagues, and business partners. This role oversees the Bank's liquidity risk framework, ensures compliance with regulatory requirements, providing liquidity risk oversight, and supporting strategic liquidity planning.

While operating within the Bank's risk appetite, achieve results by consistently identifying, assessing, managing, monitoring, and reporting liquidity risk.

Essential Duties and Responsibilities:
  • Leads the development, implementation, and maintenance of the liquidity risk framework, policies, and procedures
  • Leads the development, implementation, and maintenance of internal liquidity stress testing scenarios, assumptions, and reporting
  • Oversee the utilization of tools, such as QRM, and other models to create a comprehensive projection of the Bank's liquidity risk profile
  • Provides insight into the Bank's liquidity risk profile by analyzing funding sources, highly liquid assets, liquidity buffers, and contingency funding plans
  • Prepare and effectively communicate liquidity risk reporting to senior management, risk governance committees, and regulators
  • Ensures regulatory compliance with oversight of the Reg YY liquidity buffer and provides subject matter expertise for FR 2052a
  • Collaborate with the Funding Team to ensure the wholesale funding portfolio is optimized to manage liquidity risk
  • Collaborate with the Investment Portfolio team to ensure optimization of the Reg YY liquidity buffer
  • Responsible for providing high-level analytical support
  • Lead liquidity risk related projects, including system enhancements, automation, and model development and validation
  • Assists in balance sheet strategies, focusing on liquidity risk
  • Assists in the development and maintenance of the Bank's FTP methodology
Supervisory Responsibilities:

Leads functional teams or projects. Responsible for managing day-to-day workflow of a small team. Responsible for providing employees with timely, candid, and constructive performance feedback. Developing employees to their fullest potential and provide challenging opportunities that enhance employee career growth. Developing the appropriate talent pool to ensure adequate bench strength and succession planning. Recognizing and rewarding employees for accomplishments.

Minimum Qualifications:
  • Bachelor's degree in Finance, Accounting, or related discipline
  • 7-10 years or more of liquidity risk and/or funding experience, ALM, FP&A, Corporate Finance, Investment Portfolio, or other relevant areas may be considered
  • Strong understanding of U.S. regulatory requirements for liquidity risk is preferred
  • Experience leading a functional team, project, or staff is preferred
  • Proficiency in Microsoft Office; experience with SQL and data visualization tools (Power BI) is preferred
  • Demonstrated proficiency in critical thinking, leadership, business acumen, relationship building, and teamwork
  • Excellent communication, organizational, presentation, and interpersonal skills
  • Ability to work independently and collaboratively in a fast-paced environment
