General Description:
This position serves as a key member of the Administration at the College with a dual reporting role to the President and the Vice President for Business and Finance. This is a highly visible and responsible leadership position that involves administering human resources policies, procedures, and programs.
In addition to overseeing the human resources' operation, the incumbent will have the opportunity to implement initiatives that will support a growing and changing environment. The successful candidate should bring an understanding of effective, supportive and healthy organizations and have the capacity to lead many new paradigms and support a positive quality service climate.
This position requires extensive knowledge of the principles and practices of human resources, knowledge of sound techniques in all aspects of human resources, the ability to develop long-term plans and programs, knowledge of best practices using technology in human resources, and an understanding of classification systems.
Experience working with unions is preferred. Extensive knowledge and experience in federal and state employment law and regulatory compliance. Specifically, this individual has the primary responsibility of overseeing the areas of Compensation and Benefits, Recruitment, Training and Development, Collective Bargaining, Performance Evaluation and the overall implementation of all federal and state statutes and College policies and procedures.
The successful candidate will contribute to the Colleges Strategic Plan by fostering collaboration throughout the institution and by developing industry standard human resources policies and procedures.
Qualifications:
Master's degree in a related field from an accredited college or university.
A minimum of 10 years of progressively responsible Human Resources Management and leadership experience. Human Resources experience in a higher education environment preferred. PHR/ SPHR certifications preferred. Experience working in a collective bargaining (union) environment preferred.
Must be able to demonstrate experience and an understanding of the legal and statutory issues related to the Human Resources administration. Excellent critical thinking and analytical skills. Excellent management and leadership qualities. Successful and measurable success with the implementation of Human Resources information technology.
Knowledge in professional training and education in Human Resources operations. Excellent written and oral communication skills. Strong computer skills in a Windows-based environment. Must be outgoing and people-oriented with a high level of integrity. Experience working in a multicultural environment.
Responsibilities:
Participates in the strategic planning as well as the development and implementation of programs related to Human Resources; formulates policy and procedures. Oversees the areas of Benefits and Compensation, Recruitment, Staff Development and Training, Collective Bargaining and the adherence to all federal and state guidelines and labor relations at the College.
Successfully identifies and implements a strategic vision for Human Resources, and its programs and trainings which will continue to foster a high level of customer service in Human Resources. Knowledge of best practices using technology in Human Resources. Understanding of classification systems.
Keeps the College community abreast of updates and/or changes in regard to Human Resource matters, which affect employees. Assists management with personnel-related matters to resolution. Maintains records and procedures for controlling personnel transactions and reporting personnel data.
Manages the preparation of federal and state employment reports. Effectively and efficiently manages multiple projects. Participates in executive-level leadership and College planning processes. Consults with legal counsel as appropriate. Collaborates directly with College departmental managers to assist them in carrying out their responsibilities on personnel matters.
Manages the staff of the Human Resources Office. Communicates changes in personnel policies and procedures and ensures that compliance is followed. Maintains knowledge of industry trends and employment legislation pertaining to all personnel matters. Serves as the Affirmative Action Officer for the College to ensure compliance with all federal and local laws.
