Job Description:

The Alaska Department of Fish and Game, Extended Jurisdiction (EJ) Section of the Division of Commercial Fisheries, is recruiting for a Fisheries Biologist IV position. This position is located in Juneau, Alaska. The primary responsibility of this staff biologist is to serve as an issue specialist for matters concerning the implementation of and changes to the state and federal fishery management plans for commercial King and Tanner Crab in the Bering Sea/Aleutian Islands, the statewide scallop fishery, the salmon fishery, and the groundfish fisheries off Alaska.

The incumbent will work as a part of a team supporting the Commissioner's seat on the North Pacific Fishery Management Council by providing analysis and technical advice regarding the anticipated effects of Council regulatory amendments. In addition, this position coordinates efforts between state and federal agencies and between the Council and Alaska Board of Fisheries for fisheries requiring joint management responsibilities.

Our ideal candidate will possess the following knowledge, skills, abilities, and experience:

  • Experience working with state/federal inter-jurisdictional issues;
  • Knowledge of the Alaska Board of Fisheries and the North Pacific Fishery Management Council;
  • Experience with groundfish or shellfish stock assessment methods, systems of catch accounting and groundfish or shellfish observer programs in state or federal fisheries;
  • Experience using commercial fisheries harvest and processing data to describe or analyze commercial fishing fleet demographics, participation, catch history, and landings patterns;
  • Familiarity with Magnuson-Stevens Fishery Conservation and Management Act and the National Environmental Policy Act ( NEPA ) as they relate to fisheries management;
  • Exposure to analyses of federal or state commercial fishing regulations and/or fisheries management plans with respect to anticipated effects and implementation considerations;
  • Familiarity with and ability to anticipate the types of impacts caused by fishery management actions upon targeted fishery resources, habitat, non-target species, and prohibited species by catch;
  • The ability to work well as a member of industry/government teams, task forces, or committees and to set for long hours in front of audiences;
  • Experience writing policy and briefing papers on the biology, effort, participation, and management concerns associated with fisheries management measures;
  • Interest in developing fishery management policy advice and the ability to effectively communicate recommendations verbally;
  • Ability to deliver formal presentations, speak in front of large, and small audiences, and to participate in group discussion; and
  • Willingness to work through 9 days of meetings 5 times a year and an additional 10 to 30 days of several shorter meetings, away from Juneau, while demonstrating the ability to prioritize multiple tasks to meet the demands and goals of the position.

Special Note:

Some positions may require training in specialized areas such as hydroacoustics, microscopic analyses, underwater research, fish habitat restoration or enhancement.

Minimum Qualifications:

A bachelor's degree from an accredited college in biology, a branch of biology, limnology, biometrics, oceanography, forestry or natural resource management.

AND

One year of advanced professional level biologist experience, specific to fishery resource management or research activities. The required professional biologist work experience is met by service as a Fishery Biologist I, Wildlife Biologist I, or Habitat Biologist I with the State of Alaska or the equivalent with another employer.

Substitutions: A bachelor's degree from an accredited college, which includes or is supplemented by at least 24 semester hours or 36 quarter hours in the fields listed above, of which 16 semester hours or 24 quarter hours are course work bearing course numbers of 300 or higher.

There is no substitution for the required experience.
