International Human Resources - Expatriate Assignment Specialist

Develops, implements, and administers processes and procedures that support the efficient and effective administration of North American Public Sectors (NPS) expatriate assignments worldwide. From our Falls Church VA office, you will liaise with Operating Group, Division, and Business Unit management and employees in support of all areas of international human resources, including:* Assignment letters and/or agreements* Relocations / repatriations* Compensation administration (including allowance, special pays, bonuses, etc. )* Payroll / split-payrolls* Tax and social programs* Employee benefits* Labor laws* Status of Forces Agreements ( SOFA )* Employee Relations* Emergency and medical evacuations* Insurance riders* Corporate filings and statutory requirementsA great opportunity for an experienced international human resources specialist to drive the implementation of consistent standards and practices across a global organization. Requires ability to
1) advance concepts to implementation,
2) leverage existing processes, systems, and service offerings,
3) work independently and as part of a matrixed team, and
4) interact with all levels of management. Must have strong writing and presentation skills.

Global Professional of Human Resources ( GPHR ) certification strongly preferred. Essential Job Functions* Works with unit/area management to identify key business objectives and translate into human resources initiatives and actions. Assists management in aligning business objectives with strategic human resources issues in long term plans.

  • Identifies and implements processes to improve HR/business effectiveness such as assisting groups and teams identify and resolve problem issues, coaching managers on employee performance issues, and providing consistent interpretation and application of personnel policies, statutory regulations and laws.
  • Assesses organizational needs, provides diagnosis and recommendations of interventions. Implements interventions. Assists management in the development of strategic plans and change management to redesign organization.

Provides leadership coaching to management and employees on organizational and change management issues.

  • Identifies vendors and external consultant solutions. Analyzes and determines feasibility of use through cost/benefit analysis.
  • Evaluates and recommends changes to policies, procedures and services based on trends and business needs. QualificationsBasic Qualifications* Bachelors degree or equivalent combination of education and experience* Masters degree in business administration, organizational development, human resources or related field preferred* Seven or more years of human resources or organizational development experience* Experience working with human resources principles, practices and procedures* Experience working with human resources laws and regulations* Experience working with key financial indicators of the unit and organization* Experience working with organizational behavior, group dynamics, team interventions, strategic planning, organization and job designOther Qualifications* Good consulting skills and the ability to work with all levels of management* Good assessment skills for both individual and organizations* Good interpersonal skills for working with all employee levels within the organization* Strong negotiation skills for communicating and resolving conflict
